Job Description
Job Summary
The primary function of this position is to manage the Import and Export compliance functions at Teledyne MEMS in Bromont, Quebec and to support the site functional areas (e.g., contracts, quality, supply chain, engineering, human resources, shipping and customs). The role demands strong import and export trade expertise, including knowledge of Canadian Import and Export laws, an understanding of U.S. trade compliance laws and prior experience working on trade compliance initiatives. The successful candidate will have demonstrated ability to implement directives from trade compliance leadership and corporate policies and procedures. Hands on operating proficiency with the ITAR, EAR, Wassenaar, Canadian Controlled Goods Program, Customs Border Services Agency and other dual use regimes required.
Job Responsibilities
Trade Compliance function
Work closely with trade compliance colleagues and Corporate International Trade Compliance (“CITC”) to implement policy and procedure and tailor the implementation of those procedures as is appropriate under Canadian Export Law and Regulation.Ensure effective import and export compliance at site while working with trade compliance leadership on same.Ensure that site products are classified properly for import and export purposes.Prepare and submit export permit applications, re-export authorizations and other requests for approval to the appropriate Government Agencies.Manage import documents and export permits and other import/export authorizations to ensure compliance with the conditions, reporting requirements and record keeping of imports and exports.Perform Third Party screening and other means of due diligence as required.Provide import and export compliance training for internal functional teams involved in import and export activities.Perform accurate record-keeping of all import and export documentation in accordance with applicable requirements.Conduct periodic import and export self-assessments, support internal and external audits, and implement corrective actions, as required.Collect and collate information to respond to requests from the Trade Compliance Managers and CITC office and others.Report any detentions, seizures, audits, or investigations to the Trade Compliance Director and CITC office and assist with investigations of any incidences of purported non-compliance with import & export laws and regulations.Prepare and submit import & export compliance reports as per CITC’s requirements.Manage the Trade Compliance Requests submissions and follow up to ensure that requests are completed on a timely basis.Prepare and present on import and export topics as requested by the Trade Compliance Director.Respond to inquiries from employees, other company offices, and others, as required; andOther duties including logistics support as assigned.Section 4 - Basic Education and Experience
Post-secondary degree or diploma in commerce, business or international trade is preferred.5-10 years related experience and working knowledge of U.S. ITAR & EAR, Canadian import and export laws and regulations, including the Canada’s Customs Act, Canada Export and Import Permits Act, and Canada Controlled Goods Regulations.Experience in implementation and administering of import and export compliance procedures, preferably in the high technology industry.Excellent analytical and organization skills, including the ability to collect, structure and communicate in order to implement processes to ensure compliance.Demonstrated proficiency and experience in managing complex import and export compliance matters and developing innovative solutions with a successful record of problem-solving.Excellent communication in French and English (verbal and written) and organizational skills.Strong computer skills, including knowledge of and experience with SAP S4 Hana ERP System, MS office (Word, Excel, Access Database, Outlook, etc.).Eligible for security clearance under the Canadian Controlled Goods Program.Absolute commitment to performing job in compliance with the highest ethical standards.Able to Travel up to 20%.Section 5 - Effort and Working Conditions
