Yes County Erie Street Address 100 SENECA ST NYS DOT City BUFFALO State NY Zip Code 14203 Duties Description NYSDOT Region 5 Planning and Program Management Group (PPMG) is posting for two Senior Transportation Analyst (STA) positions. Each Senior Transportation Analyst role includes supervision of subordinate staff and a number of the responsibilities listed below. Specific duties will be discussed at the interview, and will be based on current and future staffing levels and the need to maintain critical functions of the group: Planning and Economic Development roles:• Review Design Approval Documents and provide input to Design staff on planning-oriented sections of the report• Coordinate outreach to rural municipalities• Coordinate the selection and management of the Railroad Infrastructure Program projects.• Liaison with the Metropolitan Planning Organization (MPO) and other agencies and organizations, including Native American nations located within the region.• Coordinate development and tracking of candidate projects for inclusion in current and future Capital Programs, including coordination with Asset Teams and management of project data using the Oracle Primavera Profile Management (OPPM) system.• Develop traffic volume projections and traffic analysis through Highway capacity Software, Synchro and SimTraffic software applications.• Manage the collection, distribution and storage of traffic volume data.• Coordinate regional review of Municipal or Agency submissions to NYSDOT including State Environmental Quality Review (SEQR), Site Plan Reviews, and Transportation Impact Studies.• Manage funding reviews and prepare reimbursements for municipalities and the MPO through the Statewide Financial System SFS. Programs for reimbursement include the CHIPS, PaveNY, Extreme Winter Recovery and Touring Route programs. Coordinate the collection of data and reimbursement requests for the Emergency Relief Program• Manage the Bicycle/Pedestrian Review and Coordination for all projects in the Capital Program.• Prepare and review the development of Complete Street and Smart Growth documents for each project.• Compile and maintain Planning correspondence and Comprehensive Plan databasesProgram Management and Delivery Support roles:• OPPM/P6: Candidate will become technically proficient in OPPM and P6 and will be knowledgeable of DOT Project Management and Project Development fundamentals; be responsible for reporting, monitoring, and forecasting of project schedules and milestones to PPMG managers for State and Local capital programs. Responsible for monitoring and alerting managers when delivery issues become apparent.• Participate in and/or represent RPPM and Program Unit Manager at Capital Program Delivery meetings. Prepare reports and presentation materials, suggest agenda topics, analyze project schedules, and forecast capital program delivery issues for the RPPM.• Develop and maintain a positive, effective, and professional team-centered approach for Capital Program delivery between Planning (Program Mgmt, Asset Mgmt/Teams, Scoping) and Design staff, with a focus on regular and effective proactive communication with project developers and designers.• Learn other STA roles in the PPMG to the extent necessary to serve effectively in a back-up role to assure critical functions are maintained in the event of future staff attrition• Prepare reports and other materials for Main Office and Regional Management• Perform OPPM Data Quality Assurance functions• Supervise subordinate staff Local Federal Aid Project roles: Candidate may serve as a Regional Local Project Liaison (RLPL) for locally administered Federal Aid projects and programs. Duties would include:• Review Design Reports, Advanced Detail Plans and Final Contract plans for cost, schedule, scope and quality.• Manage the funding process with the Municipality and coordinate the development of State Local Project agreements.• Review the local projects and ensure coordination with the Procedure for Locally Administered Federal Aid Projects• Manage funding reimbursements for Local projects through SFS, Statewide Financial SystemResponsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
