Job Description
The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York and collects and treats an average of 1.3 billion gallons of wastewater per day.
The Bureau of Environmental Planning and Analysis (BEPA) is seeking to hire a City Research Scientist to work as a Senior Water Quality Analyst within the Watershed Planning & Modeling unit. The selected candidate will be responsible for leading the implementation of a monitoring and assessment plan for the Stormwater Management Program, as required by the MS4 permit, and water quality data analysis. The Department collects a vast amount of water quality monitoring data under harbor survey and sentinel monitoring programs. The Senior Water Quality Analyst will perform technical lead role responsibilities of analyzing water quality data, running the NYC MS4 Urban Stormwater Quality Model currently being developed to address the NYC MS4 permit requirements related to monitoring and modeling, train and mentor junior and mid-level staff. In addition, s/he will serve as a Quality Assurance expert/supervisor in BEPA’s Quality Assurance/Quality Control process, provide technical support on implications of other water quality regulatory efforts such as Long Island Sound hydrodynamic and water quality modeling efforts and creating customized queries and reports using water quality data from the Department databases. The Senior Water Quality Analyst for BEPA independently plans, manages, coordinates, and communicates data analysis projects for the bureau. The selected candidate must possess the leadership and skills required to design and implement water quality data analysis projects that will benefit stormwater education, outreach, and research in BEPA.
Under general supervision with wide latitude to exercise independent judgment and initiative, the selected candidate will independently plan, manage, coordinate, and communicate water quality data analysis projects and tasks for the bureau in addition to analyzing water quality data and running the NYC MS4 Urban Stormwater Quality Model currently being developed to address the NYC MS4 permit requirements. In addition, s/he will provide technical support on implications of other water quality regulatory efforts such as Long Island Sound hydrodynamic and water quality modeling efforts. Primary tasks will include the following:
- Leads, oversees, and performs complex assessments of water quality data and metadata to predict impacts of stormwater runoff to receiving waterbodies.
- Assembles, organizes, and communicates water quality information in written and oral form.
- Compiles and enters technical data in database. Produces results using spreadsheets and graphs; interprets data and provides analysis in report form.
- Apply advanced theories and principles to projects for the bureau’s water quality program, analyzing surface water quality pollutants including pathogens, nutrients, Floatable and Settleable
Trash and Debris, and other pollutants of concern.

- Leads, oversees, and performs the research of sources of pollution to New York City harbor waters to determine their effects on the environment and develop methods of pollution abatement
or control.
- Leads, oversees, and performs systematic analysis of flow and water quality data to determine validity, quality, and scientific significance and interpret correlations between human activities
and impact on receiving water bodies.
- Leads, oversees, and performs the preparation charts and statistics from flow and water quality data using software’s such as SAS/JMP, Power BI, ArcGIS or other statistical analysis
packages and providing easily communicated findings on the environmental relevance of the data for policy level needs.
- Leads, oversees, performs, and coordinates flow and water quality research efforts of BEPA with research efforts conducted by other DEP bureaus, NYC agencies, and other institutions such
as USEPA and NYSDEC
- Leads, oversees, and prepares water quality analysis presentations, white papers, research papers, studies and other policy documents as directed by management.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
