SERVICE CONTRACT MONITOR

The primary purpose of this position is: Serve as a Service Contract Monitor in the Operations Engineering Flight of the 502d Civil Engineer Squadron. This involves monitoring contracts from inception to conclusion; initiating corrective action on contract performance; and recommending contractor penalties, contract modifications or termination. Responsibilities Performs inspections and maintains surveillance over assigned contracts. Develops Performance Work Statement (PWS), Independent Government Cost Estimate (IGCE), bid schedule, purchase requests and other documentation for services provided by contractor. Represents the organization when contract administration procedures are discussed. Acts as a liaison between the contractor and the customer. Prepares budgeting and financial documentation of the Civil Engineering Operations contract and purchases. Develops surveillance techniques and procedures to use in inspecting the operation of functions under contract to determine efficiency and effectiveness. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working thorough technical knowledge of a wide range of operating concepts, principles, practices, methods, and regulations involving significant government and contractor program obligations; knowledge of business and industry practices sufficient to evaluate, monitor, and maintain administrative and management control over contractor performance, and skill in applying direction and leadership as the post-award representative. OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Quality Assurance Evaluation (QAE)/service contract principles, methods, techniques, practices, rules, regulations, reporting and documentation requirements. Knowledge of principles and practices of team building; ability to establish performance goals and assess progress toward their achievement. 2. Knowledge of health, safety, environmental and security requirements, practices and procedures as outlined in applicable standards, regulations and/or technical orders. Ability to analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommends timely and economical solutions. 3. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise reports, correspondence and technical documents through use of various computer software programs, tools and techniques. 4. Ability to collect information through inspections, surveys, interviews, random sampling, market research and written records. Ability to evaluate information using statistically based information management methods and formulate recommendations to upper management based on results. Ability to effectively plan QAE/contract monitoring activities and schedules, monitor suspenses and maintain files. 5. Ability to plan and organize work; ability to coordinate with other engineering disciplines and to plan, conduct and record site/facility surveys and inspections. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
