Responsibilities A GS-0101-12, SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR: Serves as the Wing Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Wing CDR. Establishes sexual assault reporting process and accomplishes documentation for the Wing program while coordinating and collaborating with the State SAPR and subsidiary Wings within the State. Advises and provides direction to Wing personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the Wing CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops Wing plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the Wing population and organization to address sexual assault prevention and response. Constructs and/or adjusts the Wing plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Creates and implements a communication strategy to expand awareness and knowledge of reporting options for sexual assault at the Wing. Presents opportunities for command emphasis on core values and positive behavior. Evaluates procedures, results, relationships, and interactions to accomplish quality improvements and improve mission accomplishment. Seeks, analyzes, and documents input about the program and up channels recommendations for modifications to appropriate stakeholders including the Wing CDR and State SAPR PM. Recruits, screens, interviews, and coordinates appointment of full-time SAPR Victim Advocates (VAs). Assesses the Wing need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the Wing to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Consults on and coordinates activities in other areas of human relationships needing secondary prevention efforts. Regularly evaluates the Wing sexual assault climate, programs, response capabilities, core values, and training needs. Builds and maintains a Wing response and victim support system which addresses a wide variety of issues and problems. Partners with the Wing/JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary Wing SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Has direct and unimpeded access to the Wing CDR for the purposes of these responsibilities. IAW NGB SAPR Division Instructions informs and presents the Wing CDR and State SAPR PM with the health of the force data by identifying issues, status of program, areas needing improvement, case management, Wing climate, and other appropriate information. Serves as an alternate member on the Commander's Ready and Resilient Council (CR2C) or other equivalent council as requested. Attends and participates in the Regional SAPR Advisory Committee (SAPRAC). Provides the Wing CDR with victim information and/or concerns, status of victim care, and any assistance needed. Other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Work experience that involves supervising or performing work required to manage or direct one or more programs, including appropriate supporting social science service organizations. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. -OR- 1 year equivalent to at least next lower grade level (GS11) Education Education Requirements: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
