Summary The position is located in the Government Accountability Office (GAO), Infrastructure Operations (IO), Facility Management & Services (FMS). FMS plays an integral role in the daily operations and maintenance of the GAO HQ Building and overseas lease agreements and building services at GAO field offices. FMS is divided into three branches, Facilities, Property & Shared Services. The Shared Services branch is responsible for Shared Services, Mail, and Imaging Centers (SSC/M). Responsibilities As a Shared Services Manager, MS-0301-1 your typical work assignments may include the following: Manages the Shared Services and Mail Center which comprises copying, scanning, distributing office supplies, mail, couriers and other related services. Provides first-level supervision to staff of professional/ technical employees and/or second-level supervision to administrative support/technical employees. Manages and directs assigned functions through subordinates and lead workers. Identifies and shapes the goals of the organization. Develops and implements comprehensive policies and procedures to govern its work. Leads staff, setting an example by applying professional expertise and facilitating, implementing, and adapting to change. Oversees staff responsible for preparing materials for training courses, mailings, surveys, and conferences. Oversees the operations of receiving and sending work-related materials using the U.S. Postal Service or other express mail and courier services. Manages the agency's fleet program and transportation services. Determines requirements for additional staff, reviews applications for vacancies, recommends selection of candidates, assigns work, establishes performance criteria and standards, evaluates performance, provides technical and administrative advice and assistance as needed, resolves complaints and grievances, provides staff development, initiates improvement plans, and takes disciplinary actions. Identifies and analyzes data required for managing the budget, effectively plans for program delivery taking into consideration rapidly changing availability of funds and resources. Performs critical aspects of the budget planning process, including developing comprehensive spend plans, operations budget estimates, identifying unfunded requirements and projecting short- and long-term needs. Leads and supports building operations to meet the level and kind of services specified in leases, occupancy agreements, and other documents. Makes decisions to solve routine problems on building service matters to include working directly with building tenants. Works with key leaders and managers in GAO program offices to identify strategic objectives, goals, and long-range plans for the functional area. Advises regarding ways in which the products and services of the unit can enhance various organizations' functional capabilities. Serves as the Contracting Officer's Representative (COR) for the acquisition and management of contracts supporting all aspects of facilities management including operations and services the incumbent has direct oversight. Monitors progress and evaluates performance against contract requirements. Prepares statements of work (SOW), makes determinations, findings, and solicitation documents. Prepares contract specifications, participates in the evaluation of potential contractors, reviews and evaluates bids, and inspects and reports on progress of work under contract, and certifies work completion for payment. This position requires incumbent to perform duties that require Federal Acquisition Certification Contracting Officer's Representatives (FAC-COR) and be FAC-COR Level 1 certified. Certification is not required upon entry. Qualifications Minimum Qualification Requirements: You must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-12 in the federal service, which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as (1) managing the Shared Services and Mail Center which comprises copying, scanning, distributing office supplies, mail, couriers and other related services; and (2) managing the agency's fleet program and transportation services Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
