The Marine Corps’ Maritime Prepositioning Force (MPF) and Marine Corps

Prepositioning Program has been operationally invaluable in supporting our Nation’s interests across the world. This unique program provides the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps’ Prepositioning Program enables the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units

forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF is keystone in the Marine Corps’ capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfil their role and responsibility as our Nation’s force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum – including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs

provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.

Job Summary

The scope of this position is to coordinate activities of shipping and receiving bulk and parcel freight in support of the Marine Corps Prepositioning Program – Philippines (MCPP-PHIL). The MCPP-PHIL Shipping Operations Specialist will report directly to the MCPP-PHIL Logistics Manager.

Initial training for this position and onboarding will occur in Jacksonville, FL with follow-on USMC Contractor Replenishment Cell (CRC) training for ultimate placement in Subic Bay, Philippines.

Roles and Responsibilities

Plan, coordinate, execute shipping and receiving functions for MCPP-PHIL equipment and supplies by implementing the following: 

Coordinate and perform various functions as required for the effective loading and off-loading of cargo, transported by commercial container or specialized carrier equipment (i.e., flatbeds, dropframe, lowboys, etc.) in support of MPF logistic and maintenance activities. Validate shipping configurations and documentation in accordance with ISO and DOD regulations.Mark containers in preparation for shipping operations in accordance with ISO and DOD regulations.Apply proper preservation, packaging, packing, and marking of freight.Properly configure and process hazardous material, KMI, and weapon item shipments.Receive and inspect shipments and report damage, missing, or discrepant materials.Identify specific requirements for money, manpower, materiel, facilities, and services needed for freight services support the Marine Corps Prepositioning Program (MCPP-PHIL).Develop and/or revise effective equipment shipping programs and techniques.Recommend capital expenditures for acquisition of new equipment to increase efficiency and services.Process transportation requisitions for equipment, materials, and supplies within budgetary guidelines.Ensure compliance with personnel and administrative policies, procedures, and government regulations.Enforce compliance with established safety regulations, and method and procedures for handling and storing various equipment parts/components.Prepare technical reports and correspondence, identify problem areas/deficiencies, and manage reports and historical records.Performs other duties as assigned.

Basic Qualifications

Associate degree and/or coursework towards a BS degree in business or another related field.In lieu of a degree, a combination of college credits, professional certification, formalized training, or education, and directly related work experience may be considered.Ten years of progressive experience with specialized knowledge of freight management and logistic support activities involving handling different classes of supply, including five years in a supervisory capacity involving various aspects of cost/schedule controls, performance monitoring, report writing, program planning and customer interface.Must be a U.S. Citizen.Must possess a valid state Motor Vehicle Drivers’ License.Must possess or be able to obtain a U.S. Passport.Applicants must be able to pass an FBI Background investigation with no criminal, civil, or security violations.

Must be able to obtain a work visa and an Alien Employment Permit for the Philippines.

Preferred Qualifications

USMC MOS 3112/3152.Understanding of Marine Corps policies, regulations, and orders.Industry Certification.Expert Knowledge of military and commercial shipping procedures.Expert knowledge of military storage procedures.Working knowledge of general maintenance procedures for military tactical equipment and supplies.Strong written and oral communication skills.
