**About the Program**
The goal of PNG Women Lead (PNGWL) is that **_PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys_** .
The objectives of the PNG Women Lead program are drawn from **DFAT’s** **_Gender Equality and Women’s Empowerment Strateg_** **y** :
1. Enhancing women’s voice in decision-making and leadership
2. Ending violence against women and girls
3. Promoting women’s economic empowerment
This is to be achieved through four End-of-program outcomes (EOPO).
To achieve EOPO 1 - **Selected partners better represent women’s voice and interests in targeted areas, including women with disabilities** , the program will deliver:
+ Expanded networks of effective advocates (men & women) progress gender equality & women's empowerment.
+ An expanded and more effective PNG women’s movement.
+ More women are supported as decision-makers and leaders in selected partner organisations.
To achieve EOPO 2 - **Increased awareness and practice of respectful and safe ways of relating between men and women in target areas** , the program will deliver:
+ More effective strategies promote respectful and safe ways of relating between men and women in target areas.
To achieve EOPO 3 - **Women have improved access to coordinated GBV case management in target areas, including women with disabilities** , the program will deliver:
+ Key partners expand access to safe and effective GBV services.
+ Select GoPNG agencies establish coordinated GBV case management pathways.
+ GoPNG increasingly funds safe and effective GBV response services.
To achieve EOPO 4 - **Selected partners expand women’s financial decision-making powers and employment opportunities, including women with disabilities** , the program will deliver:
+ Women are supported as decision-makers and leaders at work in participating workplaces.
+ Women increasingly exercise financial decision-making (with men) in targeted households.
Building on lessons and evidence from _Pacific Women_ and based on feedback through design consultations, this program will adopt the following delivery approaches:
+ Local leadership – strategically, technically, and operationally - by local women situated in a Program Management Team in PNG, with nuanced and empowering support from the Managing Contractor (MC).
+ Strategic partnerships - with credible local women’s organisations, with support from international partners where required, with GoPNG, the private sector and core funding for UN Women.
+ Enhanced technical capability - including a Gender Hub.
+ Strong linkages with the Pacific Women Lead and other relevant initiatives.
+ Focus on targeted areas and leveraging other programs for national reach.
**Position Overview**
The Operations & Finance Specialist (short term advisory role) is responsible for providing high quality operational, financial management and mentoring support to the Operations and Finance Lead in a co-lead approach. The STA will also be responsible for operational and financial tasks, as allocated by the PNGWL executive, to ensure the effective delivery of the program through ensuring all operational aspects are established and implemented effectively and efficiently including working collaboratively with the Abt PNG Programs shared services platform.
**Key responsibilities**
**Financial Management, Procurement and Contract Management**
+ In collaboration with the Operations and Finance Lead, the STA will prepare, including ensure quality assurance of, the PNGWL budget and expenditure reports and ensure accurate forecasting and variance reporting to DFAT, GoPNG and other stakeholders as required.
+ Support the Operations and Finance Lead to undertake complex financial analysis of the PNGWL budget (annually and over the life of the program) and provide advice to the PNGWL executive and DFAT.
+ Provide surge support to the Operations and Finance Lead on procurement, contracting and grant operational management processes within the program in accordance with Abt Global (Abt) Policy, DFAT policy and Head Contract guidelines. This includes providing advice to the Operations and Finance Lead in convening the grants management committee and in relation to grant proposals, reports, acquittals and to respond to AHC or GoPNG queries in relation to program grants.
+ Support the Operations and Finance Lead to ensure all program activities and procurement processes demonstrate a Value for Money (VfM) approach based on clear and understood benchmarks and performance standards, and follow the Commonwealth Procurement Rules (CPRs).
**General Program Management and Corporate Responsibilities**
+ Provide support to the Operations and Finance Lead to ensure the Head Contract contractual responsibilities are met in supporting PNGWL through the implementation of activities in a timely manner, within budget framework and according to DFAT and Abt policies and procedures.
+ Provide support to the Operations and Finance Lead to coordinate and report against progress, including contributing to the completion of all program reporting requirements and identification of remedial actions where necessary.
+ Support the PNGWL executive with robust risk management framework that ensures both compliance and strategic risks are identified and managed and support implementation by partnerships.
+ Contribute to quality improvement and monitoring, evaluation and learning of PNGWL and participate in any service reviews and reflections.
+ Provide high quality, culturally appropriate mentoring to the Operations and Finance Lead.
+ Enable knowledge transfer, capacity building and mentoring for operations and finance management of other key PNGWL team members specifically Senior Program Managers.
+ Surge operational support to the Operations and Finance Lead in the delivery of the PDSI and Gender Hub projects to ensure operational and financial systems strengthening of PNGWL grant partners.
+ Create and maintain an enabling environment all cross-cutting priorities and cohesion components of the program.
+ Other duties as requested.
**Key deliverables**
**Position Specific Deliverables:**
+ Delivery of an effective and culturally appropriate mentoring approach with the Operations and Finance Lead and other key PNGWL staff as identified in line with PNGWL’s locally led development and sustainability strategy.
+ Delivery, alongside Operations and Finance Lead, of robust and effective operations systems and processes that enable the delivery of high quality, responsive and flexible programming.
+ Delivery and maintenance, alongside Operations and Finance Lead, of a corporate and programmatic risk management framework to ensure all corporate and programmatic risk and fraud issues are proactively identified, reported and managed following corporate and DFAT policies and procedures.
+ Support to the Operations and Finance Lead to ensure effective grants management and governance alongside shared services and PNGWL team members.
+ Deliver high level of responsiveness to AHC, GoPNG or grantee issues and requests regarding finance and operations.
+ Contribute to high quality reporting, milestones, deliverables and KPIs are submitted on time and meet internal (Abt) and external (AHC) requirements.
+ Support to the Operations Lead to ensure the program is delivered on time and within budget and value for money principles drive all program resourcing decisions.
+ Build and maintain open, productive, and outcome-oriented relationships with key internal and external stakeholders including AHC and GoPNG.
+ Surge support as requested, for PDSI and Gender Hub projects.
+ Support all operational components of program cross cutting priorities.

**About You**
For applications to be considered, **a response to the key selection criteria below must be provided** .
+ Tertiary qualifications in international development, finance, accounting, or business administration and management related fields.
+ Demonstrated experience managing financial systems, budgets, and managing teams/personnel for efficient operational outcomes in complex programs within international development and donor contexts.
+ Ability to deliver strategic leadership and provide operational management to ensure effective program delivery, planning, and deliverables.
+ Demonstrated ability to operate with flexibility, adaptability and resilience in a complex environment, PNG or Pacific experience would be an asset.
+ Demonstrated commitment to locally led development in enabling two-way knowledge transfer and mentoring of team members.
