SITE DIRECTOR

This position coordinates and oversees all operational aspects of comprehensive addiction treatment programs and all related services.  This includes one Opioid Treatment Program, one Outpatient Chemical Dependence treatment program and a variety of research and service grants.   This staff member must ensure smooth operation of the programs in accordance with Federal, State, and local regulatory standards.  The facility is licensed by NYS OASAS, NYS-DOH, accredited by CARF, certified by CSAT, and operates in compliance with the U.S. DEA.  

 

Responsibilities:
•    Manage facility in compliance with Division mission, philosophy, and policies and in compliance with regulatory standards of OASAS, CARF/TJC, DOH, and DEA
•    Direct all facility operations including management of staff. Responsible for anticipating problems that might interfere with compliance; take initiative in tackling problems; investigate causes and identifies solutions
•    Review all regulatory audits and implement corrective action plans that address clinic deficiencies
•    Oversee monitoring of patient fees, Medicaid, and 3rd party reimbursement and program census 
•    Work collaboratively with facility Medical Director to assure optimal provision of medical services to patients, including development and implementation of procedures in a timely manner
•    Direct and approve annual staff performance evaluations, establish concrete performance objectives, provide review and feedback, and training and development opportunities
•    Recruit individuals to fill vacant positions within the facility
•    Provide progressive discipline, up to and including suspension and termination of staff. Understand 1199 and NYSNA union contracts. Consult with Deputy Director and DoSA Labor Relations Manager and obtains guidance from the MMC Labor Relations department, as needed
•    Team builds with a diverse work force by mediating conflicts, negotiating, setting standards for respectful interaction that are sensitive to cultural diversity, and positive feedback
•    Participate in planning, marketing, and public relations for facility.  Foster relationships with community and network to foster positive image of the program encouraging referrals and service delivery
•    Coordinate community contacts by clinic and security staff. Maintain data base of all community relations activities
•    Provide administrative supervision, technical support to managers at the treatment site
•    Facilitate research activities of the Division within the facility
•    Participate in management meetings with executive staff members 
•    Represent Division at meetings regarding welfare reform and Medicaid managed care initiatives
•    Review accuracy and timeliness of OASAS PAS and HRA-STARS system reports
•    Assess progress of service departments towards meeting goals and objectives; identify and address gaps between needs and service availability. implement strategies for addressing needs
•    Ensure that weekly billing QA for both the OTP and outpatient program are conducted
•    Ensure staff complete documentation within 24 hours

 

Qualifications:
•    Master's Degree social work, mental health counseling or related field required
•    5 years’ work experience
•    Must be a Qualified Health Professional (QHP)
•    Knowledge of addiction treatment required, CASAC a plus
•    Spanish speaking a plus
•    Must have experience in training and supervising staff, possess sophisticated interpersonal, communication and group facilitation skills 
•    Must be creative and able to work well in a collaborative team environment and be highly organized and able to work well independently  
•    Must possess excellent decision-making skills, and an ability to manage multiple projects. Must possess the ability to communicate orally and in writing
•    Must have experience with databases, including Excel.  
•    Preferred experience working with marginalized populations

 

The hours of this position are 6:30 AM – 2:30 PM Monday through Friday and must be able to work additional shifts based on operational needs.

 

This is a 100% grant funded position.
