• Maintain, update, and ensure compliance as necessary of internal best practice standards.
• Provides support for the completion of permit applications and designs, including regulatory interface, site expansion, modification, or changes to the operating plan application, as they relate to Arbor Hills Landfill.
• Technical engineering review with focus on improvements to safety, design, constructability, quality, regulatory compliance, and monetary savings
• Coordinates completion of monthly and other status reports. Analyses data and provide feedback as necessary.
• Work closely with post collection management team relative to Arbor Hills Landfill operations.
• Technical support and participation in discussion with applicable regulatory agencies
• May require attendance of regulatory and association sponsored informational and policy meetings.
• Can be involved in ongoing public relations and due diligence activities through communication with corporate office, regulatory agency representatives, third party consultants and investors.
• Provide practical solutions to engineering and process issues which conform to applicable North American Standards.
• Maintain knowledge in, and practice of, high standards and landfill gas engineering and operating methods.
• Drive technology advancements within area of expertise
• Provide relief support for key roles in the post collection team as required.
• Oversee compliance and corrective actions as related to control of odor at post collection facilitie
• Promote and manage the company’s vision with respect to HSE standards, behaviours and performance.
• Supervise and manage the landfill gas tech team and the preparation of the landfill budget, managing all spending for the engineering team and assigned facilities, as well as overseeing consultants and contractors during site development.
• Permit and ensure assigned facilities remain in compliance with all applicable regulations during operation and through post-closure of the facilities
• Work directly with the General Manager (AEM) to gain Area-level experience related to personnel, financial, and technical management
• Supervise personnel, including responsibility for hiring, training, mentoring, scheduling, directing, managing performance and other related duties.
• Reviews work, including but not limited to:
• Cell, closure, site development, and other project management (construction and CQA contractors)
• In conjunction with the Regional Landfill Gas Program Manager, oversight of landfill gas construction, O&M contractors and developers
• Engineering, permitting and compliance (including capacity calculations, permit modifications, expansions, and site surveying)
• Regulatory monitoring and reporting (including groundwater monitoring, air compliance monitoring, and leachate sampling)
• Ensures all direct reports and third-party consultants and contractors are compliant with the Facility’s and Company’s health, safety, and maintenance programs
• Assists in managing construction projects for landfill cells and sites, including capacity calculations, scheduling/timeline, management of third-party CQA and contractors, and resource and material coordination ensuring adherence to the Company’s Design and Construction Quality Assurance (CQA) Standards
• Coordinates preparation of permit applications and designs, including regulatory interface, site expansion, modifications to the operating plan application, and other related data
• Supervises and at times prepares regulatory communication and contact with local, state, and federal regulators
• Adhere to the company’s policies and procedures and ensure those within your area of control do always likewise.
• Support training systems to assist workers in obtaining the appropriate skills and experience to perform their roles safely and competently.
• Determine risk management compliance and internal controls necessary to ensure strategic, operations, legal and HSE risks are effectively managed and minimised.
• Ensure duty of care obligations are met and that your conduct and that of others in the workplace always occurs in a safe manner.
• Ensure appropriate resources are made available to develop, document, implement, maintain and comply with HSE systems and programs.
• Promote a safety-first culture that supports continuous HSE improvement and actively engages workers through company-wide programs.
Requirements:
• College degree or equivalent experience in landfill management preferred
• Have a general understanding of the safe application and best practice for the use of earthwork and HDPE pipe welding for landfill gas infrastructure construction.
Knowledge, Skills and Abilities:

• Demonstrate ability to effectively communicate with others verbally and in writing.

• Working knowledge of all Microsoft Office applications
• Advance skills and abilities to create Excel spreadsheets and input and monitor information.
• Demonstrate exceptional organizational skills and the ability to prioritize in order to meet due dates and deadlines.
• Knowledge of EPA, state EPA, OSHA, and other related state and federal regulations
• Ability to effectively manage multiple projects
• Approach and complete work in a meticulous, thorough and timely manner
Physical/Mental Demands:
• Utilization of standard office equipment
• Lifting 50lbs +/-
Working Conditions:
• Ability to work in extreme environmental conditions including cold / hot weather, dust
• May be exposed to strong odors, chemicals and refuse
• May be exposed to other risks associated with working around waste, machines, tools, and heavy equipment
