The Master Site Planner reports to the Director, Y-12 Strategic & Site Planning and is responsible for performance of site planning to coordinate activities to assure utilization of the site, infrastructure and facilities are in alignment with NNSA requirements, guidance and the CNS Strategic Plan and the site Master Plans.
The position requires a thorough knowledge of NNSA and CNS processes, policies and procedures; knowledge of the Y-12 site and infrastructure, and a proven record to lead teams from various organizations to achieve defined goals. The Master Site Planner is responsible for:
Lead the planning and development on the long-range construction and demolition strategy for Y-12, and communicating the plan across multiple NNSA customers, Site Leadership and Y-12 organizations Coordinates with all programs and functional organizations to assure a common and integrated long range site plan is established Compiles & analyzes data related to current and future site conditions including location of structures, entry portals, requests for facility and land transfers and coordination of activities impacting the Oak Ridge Reservation Prepares siting studies for future new construction and laydown areas, and evaluates information to determine feasibility of proposed plans. Responsible for making recommendations related to facility locations, laydown areas, and portal throughput Coordinates with other site infrastructure personnel to ensure supporting infrastructure such as roads, walks, parking areas, and utilities, meets future requirements Conducts studies, prepares reports, and communicates requirements to site management Responsible for overseeing the data quality of NNSA Infrastructure tools, and ensuring G2 Project Data is updated, and integrated with the Y-12 long range site plan and initiatives Ensure long range planning and Y-12 infrastructure is accurately reflected and maintained within the Master Site Plan Database in support of YAMS GIS systemWhat You Can Expect Meaningful work and unique opportunities to support missions vital to national and global securityTop-notch, dedicated colleaguesGenerous pay and benefits with a stable organizationCareer advancement and professional development programsWork-life balance fostered through flexible work options and wellness initiativesMinimum Job Requirements Bachelor's degree: Minimum 2 years of relevant experience. OR Master's degree: Minimum 1 year of relevant experience. OR Ten or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting. Must have the demonstrated ability to communicate effectively with site management, engineering, operations, and other key site functions. Preferred Job Requirements
Bachelor's degree plus 10 or more years of experience in operations disciplines/functions; or 18 years of progressive, relevant education and with 10 years’ experience in site planning activities including facility/infrastructure assessment and planning, integrated facility needs planning, and infrastructure alternatives development. Relevant experience in City and Urban planning is desired.
The position requires the ability to Identify complex problems and review related information to develop and evaluate options and implement solutions; the ability to logically and systematically evaluate program and process problems to determine appropriate solutions; and, the ability to advise CNS senior management, NPO and NNSA Infrastructure and Safety Programs (NA-90) to resolve programmatic issues.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
