Job Summary:
In accordance with the Purpose, Vision, Values, Coast Salish Teachings, and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Site Supervisor is responsible for the day to day general supervision of the site and troubleshoots staffing and workflow issues. Participates in the planning and coordination of services; monitors the quality of technical work performed to ensure departmental standards are met and safety procedures are followed. Ensures that staff scheduling meets the operational requirements for the site, participates in recruitment and performance management, and trains and coaches team members. In collaboration with the Operations Manager, facilitates workplace solutions and oversees the implementation of new or revised workflow processes in collaboration with discipline specific Technical Practice Lead and or Technical Coordinator.
Duties/Accountabilities:
1. Oversees the supervision, support and coordination of the workflow and staffing activities for the area including reviewing workload assignments, adjusting schedules to utilize staff effectively within the allocated budget, establishing daily priorities, and assists with troubleshooting work related issues in consultation with Medical Leads, Operations Manager and support team. Supervises the day to day operations of the Laboratory, by planning and implementing approved programs and systems in support of client needs. Assesses and evaluates workflow and recommends and implements changes to meet the short and long term goals and the strategic direction of the department. Implements and communicates planned changes to staff and informs the Operations Manager, Technical Practice Lead and/or Technical Coordinator of any feedback as required. Works with the Operations Manager, Technical Practice Lead and/or Technical Coordinator to resolve problems and remove barriers.
2. Supervises designated staff to ensure appropriate service delivery and to provide general supervision for the site. Evaluates performance levels and participates in performance management of designated staff, provides input to updates for job descriptions, participates in interviews with the Operations Manager and makes recommendations for hire as required. Schedules and ensures orientation plan is in place for new staff, and monitors and signs off on completion. Monitors and reports on budget variances relating to issues such as overtime, sick time, and attendance management.
3. Monitors Quality Control and other quality indicators and makes corrections as appropriate. Informs the Technical Practice Lead and Technical Coordinator of any technical quality issues and participates in the investigation of critical incidents as required. Ensures that the Operations Manager is kept informed of all quality and safety issues. Implements DAP standards and recommendations and ensures staff compliance. Ensures staff safety incidents and investigation reports are completed as per WorkSafeBC Regulation and PHSA Workplace Health standards. Reviews all incidents reports as per the Occurrence Management Process and investigates complaints from health care providers and patients. Ensures, monitors and audits site/area compliance to safety standards. Complies with safety responsibilities as outlined in the WorkSafeBC Regulation and Lower Mainland Pathology and Laboratory Medicine Safety Manual.
4. Ensures the Operations Manager and Technical Practice Lead are informed of the equipment needs for the site/area and provides data such as test volumes and maintenance documents as required. Informs; Operations Manager, Technical Practice Lead, or Technical Coordinator and department staff of significant instrument failures as required.
5. Oversees the coordination of downtime procedures and ensures downtime protocol and process is available and familiar to all staff. Ensure that new staff has appropriate access to various computer systems and that education/training is provided.
6. Sets measureable goals and objectives within the team environment through methods such as maintaining and updating own knowledge of clinical and professional development in collaboration with operations manager. Develops goal plan and reviews progress to ensure goals are achieved within established time frames.
7. Ensures laboratory representation and participation in program teams, and other internal/external committees such as LEAN projects, as required. Demonstrates expertise and provides leadership in area through methods such as reviewing and evaluating literature/materials and attending workshops and conferences.
8. Performs other related duties as assigned.
Qualifications:
Education, Training and Experience
Certified by the Canadian Society for Medical Laboratory Science. Bachelor of Science degree or an Advanced Registered certificate or completion of a supervisory/management program plus a minimum of five (5) years’ recent, related experience including three (3) years’ experience in a supervisory capacity, or an equivalent combination of education, training and experience. A valid BC driver’s license and access to a personal vehicle for business related purposes.
Skills and Abilities
• Comprehensive knowledge and recent related experience in laboratory discipline
• Comprehensive knowledge of the standards of practice and guidelines for Medical Laboratory Technologists established by the CSMLS and/or other relevant national professional associations
• Comprehensive knowledge of method development and evaluation and research processes.
• Comprehensive knowledge of organization policies, procedures, and standards of care, including practice of safe work procedures with discipline equipment
• Knowledge of administrative structure and function of laboratories of varying sizes
• Demonstrated ability to function as a team member, leader, teacher, motivator, and facilitator and to coach and deal with others effectively and in a supportive manner
• Demonstrated ability to communicate effectively, both verbally and in writing, with co-workers, medical personnel and other health care staff, both one-to-one and in groups.
• Demonstrated ability to deal with and/or guide others in resolution of conflict issues
• Demonstrated ability to work independently and in collaboration with others
• Demonstrated ability to work under pressure in a constantly changing environment and to organize and prioritize competing demands
• Demonstrated ability to manage own learning to meet future challenges within the organization
• Demonstrated knowledge of computerized systems relating to the Laboratory and current software applications such as Word, Excel, and PowerPoint
