We seek a **Small Business Liaison Office (SBLO) Specialist** to support the Small Business Liaison Office with all aspects of Accenture Federal Services’ small business program.
This position is responsible for the creating and monitoring of small business subcontracting plans and participation plans, calculation and filing ISR and SSR reports, supporting supplier communication and outreach and contributing to an effective and federally compliant small business program. The ideal candidate will possess strong knowledge of the FAR and CFR regulations related to small business, attention to detail and data analysis skills and independent problem-solving skills. **This is a hybrid role.**
**The work:**
+ Independently develop compliant, accurate small business subcontracting plans and participation plans including calculation of TSV and TCV subcontracting goals based on pricing and proposal team input.
+ Maintain accurate records, reporting documents, data input files, correspondence, and other applicable documents.
+ Subcontracting plan administration, analysis and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements.
+ Coordinate data gathering with Subcontract Management, Procurement and Program Managers for reporting the ISRs and SSRs into the eSRS system.
+ Assist with date reviews and system maintenance as necessary to ensure compliant and accurate documentation in compliance with CFR and FAR regulations and public law.
+ Assist with audit readiness process and data reviews as related to small business processes and documentation.
+ Participate in virtual and in-person networking events, conferences, and meetings with OSDBU offices, including travel if needed.
+ Respond to small business inquiries and communicate with potential and existing teaming partners as needed.
+ Develop working knowledge of small business, their capabilities and other relevant information.
+ Conduct searches for viable teaming partners and provide data and analysis reports through the use of internal databases, professional contacts, government small business specialists, and other sources of information.
+ Support coordination of logistics for internal events organized through the AFS small business office.
+ Research public domain material to develop and maintain understanding of executive orders, legislation, federal rulemaking, and customer direction impacting AFS.
+ Assist in developing and providing internal training on reporting, subcontracting plans, and the AFS small business program.
+ Coordinate with other departments, support strategic initiatives, and effectively communicate information to bolster team success.
+ Participate in special projects as required and performs all other position-related duties as assigned or requested.
**Here’s what you need:**
+ Bachelor’s Degree
+ 3 – 4 years of experience in a federal government contracting environment, preferred SBLO or subcontract administration
+ Current and accurate understanding of federal rules, legislation, and regulations as they relate to small business utilization and federal contractor requirements
+ Experience in the development of compliant small business subcontracting and participation. Plans including TSV and TCV goal calculation
+ Experience monitoring performance against plans using contracting and accounting system data
+ Experience calculating data to support ISR and SSR reports
+ Experience using SBLO Dynamic Business Search and SAM.gov
+ Strong MS Excel and data analysis skills
+ Experience using the eSRS system to submit ISR and SSR reports
**Bonus points if you have:**
+ Experience preparing for and participating in a DCMA Small Business Program Review in the past 3 years
+ SharePoint administration
+ Experience working with Deltek CostPoint, UnisonCLM, Technomile or similar accounting, contract management or opportunity management systems
+ Experience engaging with the GSA FSRS Helpdesk to address issues pertaining to small business reporting
+ Experience integrating small business plans and reporting requirements acquired through merger and acquisition activity
As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of **California, Colorado, Hawaii, Illinois, Maryland, Minnesota, New York, Washington, and the District of Columbia** . The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set and level of experience. $77,800—$153,000 USD
