BAE Systems, one of the world's leading defense contractors and a stable Fortune 500 Company, is hiring a Small Business Liaison Officer. for our GOCO (government owned contractor operated) facilities located in both Radford, VA and Holston, TN. The role will primarily support chemical manufacturing and industrial construction related programs at the Holston & Radford Army Ammunition Plants. This is a fast-paced position at a growing site and we are looking for someone to hit the ground running.

When you join the Small Business Office at BAE Systems Ordnance Systems, Inc., you ll be joining a dedicated team of compliance professionals as the Small Business Liaison Officer leading our Small Business Program. Our mission is to ensure the successful identification and utilization of small and diverse suppliers within our supply chain.
We are seeking a Small Business Professional with exceptional analytic skills to help us achieve our mission. In this role, you will:
+ Prepare, analyze and monitor reporting data for all small business program requirements; communicate reporting metrics monthly, quarterly, and semi-annually to internal and external stakeholders; prepare small business data for plans, proposals and any other adhoc requests; provide trend analysis
+ Prepare Small Business Subcontracting Plans and Small Business Volumes to support prime level efforts
+ Manage supplier Small Business Subcontracting Plans and monitor their ISR submittals
+ Prepare, analyze and monitor reporting data for Federal Funding And Transparency Act (FFATA) requirements
+ Prepare, analyze and monitor data relating to Davis-Bacon Wage Determinations and perform payroll audits
+ Evolve Small Business Reporting Tool and documentation; collaborate with IT, as required
+ Support local and national outreach events; provide guidance to small business suppliers
+ Stay current with evolving small business regulations and practices; share knowledge with buying community
+ Assist buying community with identifying and sourcing suppliers in small diverse categories
+ Assist suppliers with onboarding, SAM registration, and other required activities
+ Document good faith and best practice efforts
+ Support the BAE Inc. Small Business Working Group
Location/Travel/Schedule:
+ Remote Work Considered/Hybrid position. However, the preference is to have a local candidate in the Holston or Radford area that works a hybrid schedule.
+ This position will require up to 25% travel.
+ This role works a 9/80 schedule where you will have every other Friday off.
+ Position will support plants in the Eastern Time Zone.
**Required Education, Experience, & Skills**
+ Bachelor's Degree and 6 years work experience or equivalent experience
+ 3-4 years of experience as a small business liaison or in supplier diversity
+ Experience with public law and regulatory requirements
+ Curiosity and desire for continual improvement
+ Detail oriented, exceptional organizational skills, analytical
+ Mastery of Microsoft Excel, proficient use of other MS Office tools
+ Strong interpersonal skills, collaborative nature
+ Strong verbal and written communication skills
+ Strong time management/organizational skills
+ Knowledge of FAR/DFARS, particularly of Small Business Programs
**Preferred Education, Experience, & Skills**
+ Masters Degree in Business or Supply Chain Management.
+ Procurement or Small Business Professional experience with knowledge of procurement toolset
+ Alliance of Supplier Diversity Professionals certification
+ Experience in Commercial Subcontracting Plans, SSR reporting, and ISR reporting
+ Experience with Davis Bacon wage determinations
**Pay Information**
Full-Time Salary Range: $87700 - $149100
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
