Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Small Craft Operator, works under general supervision of the Chief of Fisheries and Monitoring Section in Chicago District, receiving minimal oral or written instructions to carry out missions on a 32-ft. sediment sampling vessel. Temp NTE 2 years with potential to be made perm Responsibilities Considerable skill is needed to operate vessels in swift or shallow water and under difficult weather conditions. Operate the vessel in waterways within dangerous areas. Operator must have knowledge of engines and control operations. Operate numerous government-owned small vessels. Operate government-owned vehicles to tow vessels over public roadways. Make independent judgments and decisions within the framework of oral or written instructions. Perform preventative and/or operator maintenance on vessel and its mechanical equipment. Require a valid Class A Commercial Driver’s License for the state of Wisconsin, Illinois, or Indiana prior to appointment. Operator must have at minimum an Operator of Uninspected Passenger Vessel Coast Guard Captains License. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Small Craft Operator without more than normal supervision. You must have the ability to perform common tasks of a Small Craft Operator. Under normal supervision, you must have limited experience performing Small Craft Operator skills to include: operating a variety of boats, work boats, or towboats, ranging in size up to 104 feet in length, line handling and electronic navigation systems. Work under normal supervision of a section chief who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort - Incumbent is required to exert moderate physical effort in maintaining equipment on boat, and to handle sampling equipment. Incumbent must possess depth and color perception and be able to see in low visibility conditions in order to operate boat. Incumbent is required to operate a commercial motor tow vehicle in order to get to and from the vessel, or transfer vessel from worksite to worksite. Working Conditions: Operators work in an enclosed cabin when steering vessel. They work on deck and in cramped quarters, when making repairs to deck and engine. There is exposure to traffic hazards, especially in foggy weather and at night; and there is danger of falling overboard and drowning. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
