Job Description:

The OUC is seeking a RF Engineer with at least five years of experience working at a Public Safety Answering Point (PSAP).  The RF Engineering Consultant will be responsible for working with LMR radio system, software, and programs. 

Brief Position / Project Overview

The OUC is seeking a RF Engineer with at least five years of experience working at a Public Safety Answering Point (PSAP).  The RF Engineering Consultant will be responsible for working with LMR radio system, software, and programs.  In addition, the RF Engineering Consultant will also be responsible for designing / testing radio code plugs validating radio and system performance, and evaluating new communication devices.

 

The RF Engineering Consultant will perform technical work in the field of Land Mobile Radio (LMR) and wireless communications system engineering, design, and implementation.  The consultant will be responsible for program review, compliance with licensing regulations, requirements gathering, design review, change management, and final acceptance of systems.  Deities will include RoIP system engineering and radio code plug design / programming.  Furthermore, the consultant will conduct short and long-term planning to meet communications requirements.  The consultant will also be responsible for performing hardware / software analysis to provide comparative data of performance characteristics and suitability within the existing systems environment. 

 

Required Skills

•               5 years of experience working in a PSAP.

•               3 years of Interoperable Radio experience.

•               3 years of Land Mobile Radio experience.

•               3 years of radio network coverage and interference analysis experience.

•               3 years of experience with RF engineering tools including Wizard and drive test tools.

•               2 years of experience in developing fleetmaps, code plugs and programming radios for public safety.

•               3 years of experience managing Motorola User Configuration Manager.

•               3 years of experience creating monthly system watch reports, data entry and analysis.

•               3 years of experience in troubleshooting WS systems, including but not limited to cell, microwave, LMR, UHF, etc.

•               3 years of experience with public safety infrastructure.

•               3 years of experience with P25 radio network.

•               3 years of experience and knowledge of public safety communications and interoperability.

•               1 year of experience and knowledge with LTE and WIMax – Standard practices.

•               5 years of experience and knowledge of PSAP operations.

•               6 years of experience and knowledge of radio communications – combination of theory and practice.

 

Example of Day to Day Tasks/Responsibilities

•               Develop codeplugs for agencies that operate on the DC P25 radio system as requested by the District agencies or OUC management.

•               Work with agencies on any radio related efforts, including training and developing fleetmaps.

•               Work with agency POC’s to do periodic testing, including codeplug testing and failsoft testing.

•               Assist with coordination with District Agencies POC in the programming of radios.

•               Assist with programming radios as needed.

•               Manage radio inventory, including use of Remedy, Provisioning Manager and Radio Manager.

Run reports as requested by agency management

•               Assist management in identifying items for procurement.

•               Work with regional jurisdiction Radio System Managers and communicate any changes we make on our subscriber radios and system.

•               Work with mutual aid partners to verify their radios will work on our radio system and our radios will work on theirs.

•               Manage radio manager application.

•               Work with vendors to obtain quotes as needed to purchase new radio related equipment in need by the agency as well by other DC government agencies.

•               Assist with testing of Mobile for Public Safety (MPS), Mobile Responder and NetMotion MVPN.

•               Work with OCTO with firewall rules request.

•               Work with OCTO on potential network architecture changes affecting tablets.

•               Run reports as requested by agency management.

•               Assist with troubleshooting tablet related issues faced by field users.

•               Get feedback from field users and relay it to OUC management regarding usability of an application.
