Position Summary:      

Creative is seeking a Social Accountability and Transparency Advisor for the USAID Local Governance, a 4-year program that will aim to is to strengthen the ability of local governments to be more responsive, effective, inclusive, and accountable. This Activity will be procured as a task order under the Active Communities - Effective States (ACES) IDIQ. The Social Accountability and Transparency Advisor will be responsible for providing technical leadership to enhance the accountability and transparency of local government units (LGUs). 

 

Responsibilities

Key Responsibilities   

Support LGUs to strengthen and institutionalize citizen participation in municipal decision making. Develop training and technical assistance packages to various stakeholders to apply social accountability tools to monitor and advocate for quality service provision. Work with CSOs, NGOs, and relevant youth, women, or marginalized groups to advocate and push for reforms on service delivery issues.  Support COP and the DCOP in the development of the project strategic framework and work plans- ensuring the achievement of LGS overall objective.   Qualifications

Required Skills and Qualifications   

At least 7 years of experience preferably in designing and applying activities and tools focusing on social accountability, including through community and civil society participation, preferably focusing on local government  Degree in Public Policy, or related field Experience working on gender equality and inclusion would be an asset  Experience working with Civil Society and/ or LGUs  Experience on USAID-funded projects is highly preferred Excellent written and spoken English Local nationals are strongly encouraged to apply  

 

This position is contingent upon successful award and funding by USAID to Creative Associates
