SOCIAL SCIENCE RESEARCH ANALYST (EVALUATION)
Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is in the Bureau of the Fiscal Service, Chief Financial Officer/Performance Improvement Officer, Enterprise Planning, Performance, and Evaluation Division. The incumbent's responsibilities include completing program evaluations, studies, briefings, and reports to support funding requests, program changes, and performance improvement efforts. Responsibilities The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position. Support the evaluation planning process by updating the learning agenda and annual evaluation plan to identify and set priorities for evaluations. Design studies, including formulating research, evaluation, or analysis questions, project objectives, hypotheses, data collection and measurement (qualitative and quantitative) strategies, and rigorous approaches for testing hypotheses. Coordinate with and provide support and assistance on design, conduct, interpretation, and use of research/evaluation, performance management, and analyses to Fiscal Service, its business areas, Treasury, and other federal, state, and local entities. Serve as liaison with research/evaluation, policy, and practitioner experts, public sector leaders, and other stakeholders to obtain input on broad research/evaluation directions and specific projects, and to promote understanding of study findings as well as bureau issues, programs, policies, and populations. Interpret data and findings to inform the development of agency initiatives, policies, and practices. Prepare papers to convey and interpret study findings for use by other professionals, including papers for presentation at professional meetings. Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications You must meet the following requirements by the closing date of this announcement. To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position). For more information on education requirements go to Treasury's Pathways Program. *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. To qualify for the GS-12 level, you must meet the following requirements: A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: You may qualify with a Ph.D. or equivalent doctoral degree. OR B. Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as the following: - Conducting program evaluations that includes the planning, design, implementation, or reporting of evaluation studies to improve programs and policies; AND - Conducting qualitative and quantitative analyses of programs and policies; AND - Documenting results of research, evaluations, or analyses in written documents. OR C. You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To qualify for the GS-11 level, you must meet the following requirements: A. Education: In the Recent Graduates Program you may qualify based solely on education as follows: You may qualify with a Master's or equivalent graduate degree. OR B. Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is: - Conducting qualitative and quantitative analyses to draw conclusions or make recommendations; AND -Developing data visualizations to summarize qualitative or quantitative analyses in a clear and well-organized manner. OR C. You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Education Education Requirements: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Additional Information For the GS-11, We will not pay relocation expenses. For the GS-12, Factors such as cost effectiveness, labor market conditions and difficulties in filling the position will be reviewed in determining if payment of relocation expenses is in the best interest of the Government.
