Objective: Under the supervision of the County Coordinator for Hawai’i Island and in collaboration with the Hawai’ian and Pacific Islands Division Social Services Director (HIPAC DSSD), the County of Hawai’i DSSD will support The Salvation Army Social Service directors in their programs’ overall operations in Hawai’i County. To coordinate and assist social service program directors throughout the county to develop, fund, and maintain effective, high quality, and competitive Social Service programs that are in alignment with the TSA mission, the Pathway of Hope approach, as well as all related program licensing and accreditation requirements. The objective of the Hawai’i County Social Service Director is to promote, support, teach and maintain quality Social Service programs and services throughout Hawaii County.

Job Summary: 

Under the general direction of the County Coordinator for Hawai’i Island and in close collaboration with the HIPAC DSSD, works with and supports social service program directors/managers to ensure compliance with The Salvation Army National Social Service Standards for all social service programs throughout the County of Hawai’i including but not limited to the Family Intervention Services (FIS), Hilo Shelter/Tiny Homes, and other corps related social service programs/services.

Essential Functions

Familiar with the mission, goals and objectives, organizational structure and reporting procedures of all Salvation Army operations within Hawai’i County and provides effective leadership to accomplishing organization objectives according to established values, mission, and vision and leads in this manner. The Hawai’i County SSD, in collaboration with the County Coordinator for Hawai’i Island and the HIPAC DSSD, will advise divisional staff, corps officers and program directors on all matters relating to specific social service program approaches in Hawai’i County, funding specifications, related policy and procedure within the county, as well as the social service code of ethics. Collaborate with HIPAC DSSD, The Salvation Army Director of Contracts, program directors, corps officers, and the Development Department to plan for, identify, and help procure new grants/contract funding and sustain compliance with existing grants/contract funding terms. In collaboration with the County Coordinator for Hawai’i Island, HIPAC DSSD, and Hawai’i County program directors, contracted grant writers, and contracted fund development planners, participate in monthly meetings for planning sustainable ongoing funding for all social service program and facility operations in Hawai’i County. In collaboration with the County Coordinator for Hawai’i Island and HIPAC DSSD, appropriate development department staff, and contracted fund development planners, and related community-based coalition groups, will participate in strategy meetings on sustainable plans for advocacy, policy, and funding for current and future TSA social services. In collaboration with the County Coordinator for Hawai’i Island, HIPAC DSSD, program directors and appropriate development department staff, and contracted fund development planners, will be familiar with The State of Hawai’i and the homeless, SUD treatment, aging services, runaway and foster youth, and emergency assistance efforts and plans, in order to collaborate with political leaders and partner agencies and marry up with related TSA capabilities, vision and planning. Supervise program directors of Family Intervention Services (FIS) and the Hilo Shelter/Tiny Homes Project including planning meetings for social service reports/updates and strategies for program services. Provide clinical and program support for FIS and the Hilo Shelter/Tiny Homes Project Provide clinical and program support for Hawai’i County programs and their regular input and upkeep of all data, client cases, assistances, etc. on WellSky, or designated TSA social services database, as well as any other electronic or otherwise, required data collection and reporting mechanisms (i.e. HMIS) as appropriate and required. In collaboration with program directors help ensure all social service programs are compliant in all internal and external policy, regulatory and fiduciary areas and meet or exceed regulatory standards conduct and oversee the program evaluation process with measured outcomes, in adherence to THQ program assessment/evaluation standards. Coordinate with the development department and program directors, approaches for promotional strategies to inform the community about programs, including community presentations, printed materials, related activities/events, and budget for such materials/activities. In collaboration with program directors and divisional leadership, serve on committees or work groups (internal or community based) related to substance use disorder treatment, case management, emergency assistance, housing, vocational training/networking, and senior services, etc. as requested or appointed. In collaboration with the County Coordinator for Hawai’i Island, will serve as the County Representative and liaison for programs in Hawai’i County to HIPAC DSSD and DHQ program department. Serves as an effective Salvation Army leader and director to accomplishing The Salvation Army’s mission.  Perform other related duties as may be required or assigned.

Training and Development

In collaboration with the County Coordinator for Hawai’i Island and the HIPAC DSSD helps develop new staff/officers orientation package to ensure understanding of The Salvation Army structure and existing Salvation Army Social Service programs in the Division. In collaboration with program directors, provide educational resources to social services program staff that would be helpful to them and their ongoing career development. Collaborate with program directors and divisional leadership for purposes of evaluating current social service programs to improve the quality and effectiveness, in alignment with the mission. 

Divisional Program Council (DPC)

May serve as a member on HIPAC DPC Coordinate with the HIPAC DSSD and provide support to program directors to prepare, submit, and shepherd proposals through approval and compliance process. Coordinates and assists the Chair (HIPAC DSSD) with the TL Williams Grant proposal procurement and project report process The Hawaii County SSD, in collaboration with the HIPAC DSSD, will encourage the development of new program initiatives within the corps and program units across the county of Hawaii and provide advice and support to officer and employee staff involved in the submission of program proposals through Divisional Headquarters 

QUALIFICATIONS: 

Master of Social Work degree or equivalent degree in human services field from an accredited College or University. Or have at least ten years (TSA experience) of progressively responsible administrative and clinical experience; demonstrated skills in program, fiscal, and staff development, motivational interviewing and case management. LSW, LCSW, LMHC, LPC, LMFT or other professional clinical license is preferred, and State of Hawai’i specialty certification(s) preferred (i.e. certified substance abuse counselor (CSAC), certified criminal justice professional (CCJP), certified clinical supervisor (CCS)). Will have a thorough knowledge of community resources and established relationships in Hawai’i county and willingness to become familiar with community resources; Will be culturally competent with the ability to identify and utilize values in Hawai’ian, Pacific Islander, and Asian cultures that promote a healthy and productive lifestyle. Must have an interest and ability to work with people and clients of diverse racial, ethnic, and socio-economic backgrounds in a sensitive and culturally appropriate manner. Selected candidate must demonstrate a good understanding of the elements, principles, procedures and methodology of The Salvation Army

OTHER REQUIREMENTS: Able to meet basic standards of physical, mental health, and communication demands specified by State and/or professional accreditation standards applicable.  Initial/Annual criminal background check and pre-employment physical examination.

Physical Demands:

The position requires sitting; climbing and/or balancing; stooping, kneeling, stretching, crouching and/or crawling; standing; walking, manual dexterity and eye-hand coordination; use of vision; driving a vehicle; pushing/pulling/lifting/carrying 10-15 pounds and occasionally more than 15 pounds.                   

Communication Demands:

This position requires the ability to interact with co-workers and the public in a positive, professional manner in conformity with TSA’s mission statement.  The position also requires the ability to work with people of diverse backgrounds and circumstances.

Equipment Familiarity:

This position requires the use office equipment such as computers, photocopiers, scanners, calculators, etc.

Description of Work Environment:

Most of the work will be indoors at Hilo Shelter/Tiny Homes.  Attendance at trainings in Hawai’i may be required.

Certification & Licenses:

Valid Hawai’i drivers’ license, preferred.
