Summary The VA Caribbean Healthcare System Social Work Service is recruiting for a GS-13 Social Worker (Assistant Chief). In this capacity the Assistant Chief assists with the overall planning, organizing, directing, and evaluating social work services for the following Programs/Clinics: Homeless Program, Hema-Onco, Radio-Onco, Hemodialysis, Pain Management Clinic, Polytrauma and any other area assigned at the VA Caribbean Healthcare System. They are an Assistant Chief of Social Work Service with full authority and responsibility for providing administrative support to the Chief. The Social Worker (Assistant Chief) supervises a group of employees performing work at the GS-12 levels and below, including advanced practice social workers, program managers and social work program coordinators. Many of these employees will be working extensively in the field or may be geographically separated from the main work area. They provide administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Additional duties include not limited to: Performs the administrative and personnel management function relative to staff supervised. Will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes worker's performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Works to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Expected to be able to conduct appropriate staffing activities such as performance-based interviewing and vetting of potential job candidates. Supervises employees to accomplish the work of the organization unit. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Maintains oversight of all issues affecting productivity, such as documentation, workload, open encounters, coding, proper consult management, and missed opportunities. Ensures that Program Managers supervised by him/her perform the quarterly monitoring activities for measuring provider's productivity, provider's labor mapping assignment according to current VHA policy, development of plans for adjusting provider productivity and staffing, timeliness of care, and patient access, as needed. Provides oversight the management of the clinic profiles. Ensures that Program Managers review clinic profiles on a regular basis and update them as appropriate. Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. Uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DoD, state, etc.). Work Schedule: Monday through Friday,7:30 am to 4:00 pm, with rotating tours of duty as needed. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Social Worker ( Assistant Chief) candidates must have the following: Education and Experience: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. "College of Social Work Professionals (CPTSPR)- Must provide a CPTSPR active membership certification (This is a requirement for all applicant with Puerto Rico Social Worker License)". Preferred Experience: 1) At least 5 years of experience working in a supervisory position; 2) At least 3 years working as a Program Coordinator/Manager; and 3) At least 3 years working in Sub-Specialty level of Care (e.g. HemOnc, RadOnc, Homeless, Polytrauma, Hemodialysis, Etc.) You must also be proficient in basic written and spoken Spanish in order to perform the duties of this position.
