Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health System and Human Services Agency. These current vacancies are in the Aging and Adult Services Adult Protection Services Program located in San Mateo, but will travel throughout the County to perform duties of the position. These are Limited-Term, Full-Time vacancies and duration of the assignments will last for about one year. Adult Protection Services (APS) Program is a state-mandated service program charged with investigating allegations of elderly and dependent adult abuse. Abuse may be in the form of physical, financial, neglect, mental, sexual, isolation and abandonment. Investigations and client assessments may be conducted in collaboration with law enforcement and the District Attorney's Office. In addition, and in consideration of the clients' rights and interests, APS advocates and links clients to services and programs that address complex biopsychosocial problems and maintain their safety and protection in the community. This Social Worker III will: + Respond to allegations of abuse and conduct assessment of the client's strengths and situation to determine whether there is abuse that requires crisis intervention and emergency services. + Assess need for services such as health care, attendant care, money management, out-of-home placement, or conservatorship referral. + Develop an appropriate plan of care in collaboration with law enforcement, hospitals, County of San Mateo Health System, community-based programs and the client's informal support systems. + Apply a broad range of social work interventions aimed at ameliorating risk. + Complete necessary documents, paperwork, and work within different information technology systems. + Participate in quality improvement efforts. The ideal candidates will possess the following: + Master's degree in Social Work. + Experience responding to allegations of abuse. + Ability to work independently in the field. + Ability to conduct an assessment to determine if client is in an abusive situation. + Ability to independently develop and implement appropriate care plans. + Experience providing client-centered care coordination. + High comfort level working with persons from diverse ethnic, cultural, social economic populations. + Ability to effectively work with client and family members that may be upset and resistant to your recommendations. + Superior organizational skills to manage a large caseload and related documents. + Proficient computer skills to use several independent client data base systems as well as Microsoft Word. + Excellent writing/documentation skills. + Familiarity in implementing program regulations. Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies. Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate. These are limited term, at-will positions. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. Examples Of Duties Duties may include, but are not limited to, the following: + Provide intensive, highly skilled casework services with patients or clients and their relatives. + Interview clients or patients and evaluate problems presented. + Prepare and implement comprehensive treatment or care plans. + Consult and cooperate with other divisions of the department and with community agencies and groups in carrying out treatment plans. + Prepare social histories with emphasis upon psycho-social factors affecting patients or clients. + Assist in development of community resources when necessary to carry out treatment plans. + Provide therapeutic and/or protective services to patients, clients, and community groups in individual or group situations. + Interpret programs and consult with individuals and various community groups to provide a better understanding of social aspects of environmental, emotional and physical problems and appropriate methods of alleviating them. + Assist in the development of training for other staff. + Interpret the rules, regulations and policies of the department to clients and applicants. + May serve as lead supervisor. + Prepare and maintain casework records, reports, and relevant correspondence. + Perform related duties as assigned. Qualifications Knowledge of: + Theories of human behavior and their practical applications. + Psycho-social, medical, and economic interrelationships that result in individual and social abnormalities. + Philosophy and function of social work systems. + Appropriate utilization of a variety of social resources. + Laws, rules and regulations governing the operation of social work agencies, specifically those relating to the specific areas of assignment. Skill/Ability to: + Formulating, developing and implementing treatment plans. + Working effectively with persons differing in value systems, ethnicity, cultural backgrounds and psychopathologies. + Working with a variety of social resources to plan and coordinate services to individual clients. + Acting as a consultant and trainer to other social service staff. + Preparing clear and concise reports. Licensure/Certification: + California class C driver license or equivalent. Education: Satisfactory completion of 36 semester units of Social Welfare and/or appropriate behavioral science courses. Experience: Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.
