Social Worker (Program Coordinator)
Summary This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Hampton Veterans Affairs Medical Center (HVAMC), under the Mental Health and Behavioral Sciences Service Line (MHBS). This position is aligned with the Mental Health Intensive Case Management (MHICM) Program under Serious Mental Illness and Recovery Services. Responsibilities Administrative/Supervisory Responsibilities Responsibilities of this position include administrative oversight of the MHICM program. Responsibilities include ongoing evaluation of staffing needs and personnel assignments in these programs, periodic updating of position descriptions and functional statements, coordination of credentialing and privileging, coordination of competency evaluations, completing performance appraisals, and professional and administrative supervision. Responsible for ensuring that the MHICM program meets all applicable practice requirements and standards and is responsible for the professional, management, and administrative aspects of the MHICM program, which delivers mental health services to veterans with Serious Mental Illness. Responsible for and reviews all NEPEC reports and ensure accuracy. Coordinates multiple legs of the program including day to day activities of the program, establishes and adheres to governing policies, monitors outcomes of these programs using data-driven processes, and implements action plans based on this data analysis. Employs sound judgment in the interpretation of trends and patterns, the application of guidelines, and the recommendation of program enhancements. Provides consultation services to other staff, division, and medical center regarding the psychosocial needs of Veterans. Provides leadership in identifying and addressing ethical issues impacting Veterans and staff, and initiates and participates in ethical consultations as appropriate. Possesses ability to evaluate own practice through professional peer review, case conferences, and other organizational means. Complies with VA performance measures and takes a role in completing measures necessary for performance. Assists in acting as a steward of program resources to facilitate safe, effective, and efficient processes. Clinical Responsibilities Performs case finding functions and outreach, identifying and screening patients for psychosocial needs. Coordinates community-based services, including information and referral for additional services from other VA programs, other government programs and community agency programs. Possesses a working knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures. Develops patient education materials/modules and assists with Veteran Peer and Family activities as assigned. Provides consultation services to other staff regarding the psychosocial needs of Veterans and the impact of psychosocial problems on health care and adherence to treatment plan. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. Other Significant Responsibilities Has frequent personal contact with the public, clinical/administrative service/service line chiefs, medical center employees, and representatives of local and state organizations, AFGE/NAGE Union officials, medical center top management, and high-level VISN and VA Headquarters program officials. Serves on decision-making committees and task forces at the medical center. Represents the medical center and VISN 6 at professional and community events and committees, in conferences and meetings with higher-ranking managers, supervisors, and staff from other disciplines or work units, and with representatives of local public interest groups, congressional district offices, and employees of State and local governments. Regularly reviews, revises, and writes service line policies. Performs other related duties as assigned. Basic Requirements: Citizenship. Be a citizen of the United States. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Grade Determinations: Social Worker (Program Coordinator), GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.(c) Ability to supervise multidisciplinary staff assigned to the program.(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).(e) Ability to provide training, orientation, and guidance within clinical practice.
