The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

 

Systems Planning and Analysis has an immediate need for a Software Development Analyst to provide on-site support in Lorton, VA.

Responsibilities

The candidate will provide critical decision and analytic support to the Counter WMD Technologies department (CX) within the Defense Threat Reduction Agency (DTRA) for analysis, assessment, and recommendation to decision-makers regarding development, configuration and deployment of tools and systems that model tactics and weapon phenomenologies to counter WMD and counter threat networks. Aid in assessment of weapon tests to ensure needed data is provided for phenomenology modeling and validation. Oversee the software development of Integrated Munitions Effects Assessment (IMEA) which provides weaponeers and analysts with the information necessary to calculate the number of weapons and associated aim-points to achieve a commander’s objectives. Perform market research for relevant advances, methods, and materials such as artificial intelligence and machine learning. Recommend architectural and deployment configurations in cooperation with other DOD organizations with complementary capabilities. Oversee modern agile software development and evaluate deliverable functionality and materials in cooperation with operational users of IMEA. Manage government verification, validation and accreditation for IMEA when configured for deployment, and advise software development contractors regarding IMEA development. Develop knowledge regarding a stipulated issue through analysis of complex data sets, identifying actionable trends and problems. Interpret results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining, analysis and learning techniques. Design, develop and implement technical solutions in support of concurrent analysis.

Qualifications

Required:

Bachelor's degree in computer science, data science, software engineering, or related field involving software development2+ years of experience in an engineering or scientific function with a focus on advanced software methods for interfacing, containerization, and cloud deployment, possibly supporting edge computing applications.Proficiency in agile software development processes (e.g. Kubernetes, GraphQL, MongoDB, and restful APIs)Computer programming experience and familiarity with a variety of programming languages that allows exploration of data through visualization, development of analytic software and models, or creation of customized solutions such as scripts and dashboardsM&S integration and execution support experience, including supporting analysis, review, and assessment of key performance parameters and coordinating with appropriate system architects/engineers to resolve any issues or troubleshoot M&S tools being used and provide resolution to obtain the needed capabilityExperience in DevSecOps, AI/ML, web-services, VVA processes, Risk Management Framework and associated Controls, and ATOSkilled in using personal computer and standard office automation systems (e.g., MS Office, MS Project)Active DoD Secret Clearance with ability to obtain and maintain TS/SCI
