The Office of State Procurement (OSP) - Acquisitions unit is seeking to fill a senior level Sourcing and Contract Administrator position to provide leadership and service to government entities with respect to the acquisition of approximately 2 billion in goods and general services in a social and environmentally responsible fashion. Job duties include, but is not limited to:
+ With the direction of the supervisor, plan, develop, implement, and administrate phases of the acquisition process. This includes determining acquisition needs, conducting research, developing specifications, determining the most appropriate acquisition method, establishing and advertising acquisition documents, evaluating responses, participating in negotiations, and administering the acquisition throughout the term of the contract.
+ Provide quality customer service to government entities and other clients to ensure that needs are met and problems are resolved in a timely and professional manner.
+ Participate in activities that enhances the acquisition process by supporting agency management, team members, political subdivisions, and others through the provision of value-added procurement services.
+ Participate in activities, such as task forces and special project teams to enhance the internal operation of the Office of State Procurement and the Department.

With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required.
**Minimum Qualifications**
The following qualifications are required of all applicants seeking consideration for this classification:
+ Four (4) years of experience in procurement or a legal setting, which includes a significant amount of time working with contracts. A JD degree from an accredited school may be substituted for two (2) years of experience as described.
+ Skills sufficient to identify and appropriately resolve legal procurement issues.
+ Ability to read and interpret state statutes and policies.
+ Superior communication skills, both written and oral, with the ability to speak clearly and persuasively.
+ Ability to work independently and as a team member.
+ Strong negotiation and analytical skills.
+ Skilled in the use of common PC tools, i.e., word processing, databases, and spreadsheets.
+ Extensive experience with contract drafting and interpretation in a public sector or corporate setting. _A writing sample may be required immediately upon an interview._
+ Experience sufficient to appropriately and promptly interpret, apply, and communicate an organization's procurement laws, rules, policies, techniques, and procedures.
+ Effective human relations skills.
**Preferred Qualifications**
+ Bachelor’s degree or advanced degree with an analytical, legal, business, or communications focus.
+ Public sector purchasing experience with an emphasis on construction contracts.
+ Strong knowledge of building construction laws, rules, policies, and procedures.
+ Experience in negotiations.
+ Knowledge of State procurement laws and policies.
+ Extensive experience with contract drafting and interpretation in a public sector or corporate setting. _A sample of your purchasing work may be requested._
+ Experience with construction and general services procurement.
+ Knowledge of SWIFT (State-Wide Integrated Financial Tools).
+ Ability to provide effective training and facilitate meetings.
+ Ability to utilize critical thinking skills and analyze complex information and issues.
+ Ability to work in a demanding public environment, under tight deadlines, and function effectively in high pressure situations.
