Position Description
The Special Projects Manager is responsible for the comprehensive security management of the Nashville Youth Campus for Empowerment (“NYCE”), including all public and secure access areas, courtrooms, youth pre-trial housing (detention) facility, assessment center, and other service buildings. This position ensures the safety and security of the entire campus by overseeing the Service and Security teams, managing youth pre-trial housing (detention) services contracts, and serving as the court’s expert on youth pre-trial housing (detention) facility security. This role is also responsible for managing campus access, coordinating the secure flow of detained individuals, and ensuring a safe, secure environment for employees, visitors, and residents.

Typical Duties
+ Oversee security operations across courtrooms, youth pretrial/detention housing, and service facilities.
+ Act as the subject matter expert (SME) on youth detention housing security.
+ Represent Juvenile Court’s interests in security matters to external stakeholders and the community.
+ Manage keycard access systems for all campus buildings, ensuring proper control and monitoring.
+ Supervise the Supervisor of Service and Security and oversee training, certification, and development of service and security officers.
+ Oversee the Fleet Manager and fleet operations, including vehicle maintenance, inventory, dispatch, logistics/routing, and expense management.
+ Oversee the flow of detained individuals within the campus, ensuring safety and efficiency at all times.
+ Manage the grounds and maintenance crews.
+ Coordinate facility-related security issues, including access control, equipment, and emergency preparedness.
+ Set standards for performance, protocols, and procedures in alignment with best practices for campus security and youth pre-trial housing (detention) facilities.
+ Oversee the contract monitor for the youth pre-trial housing (detention) operations contract.
+ Collaborate with law enforcement agencies, security consultants, and community organizations to foster a safe and secure environment for the campus.
+ Lead special security projects related to campus development, facility upgrades, or security enhancements.
+ Provide reports and recommendations to leadership on security initiatives, safety protocols, and risk mitigation strategies.
+ Ensure compliance with Metro Government Safety Guidelines, including conducting safety education and training programs, investigating accidents, and conducting departmental safety inspections.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor's degree in Criminal Justice, Security Management, Public Administration, or related field and five (5) years of verifiable project management experience, with a focus in security management, law enforcement, or correctional facility operations.
