Job Summary
Under administrative direction, is responsible for managing and coordinating complex administrative projects or activities that require a high degree of specialized knowledge. Conducts research, provides data, makes recommendations, and implements solutions to achieve project goals and objectives. Exercises direct supervision over assigned staff.
The ideal candidate will have experience utilizing data analytics to inform social related issues and poverty reduction strategies and programs to include significant report writing and data visual presentation experience.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
+ Manages and coordinates projects and activities between various divisions, City departments, public agencies, and/or private sector representatives.
+ Seeks and evaluates information from a variety of sources; routinely work with large public databases related to homelessness, social equity, poverty, and socio-economic characteristics; and provides specialized reports as requested by management.
+ Conduct comprehensive data analyses using programming and statistical software to inform data-based recommendations for homelessness and poverty reduction strategies, funding priorities, and equity advancements.
+ Manages and coordinates data across Department of Human Services divisions, City departments, public agencies, and non-profit organizations to conduct ad hoc evaluations related to community issues throughout duration of projects.
+ Prepares and delivers presentations. Uses data visualization tools to develop data reports and dashboards related to social issues, community needs and gaps, and social services outcomes.
+ Foster collaboration and knowledge-exchange between DHS divisions, nonprofits, and other city departments.
+ Coordinates and prepares reports and correspondence in response to requests for information from City Manager's Office and Mayor & Council Offices; may also prepare City Council agenda material such as ordinances, council memos, etc.
+ Suggests and implements management solutions to address new or ongoing problems within department or division.
+ May assist in preparing and monitoring of annual departmental or divisional budget.
+ Serves as departmental/divisional representative at conferences and meetings.
+ May supervise, train, and evaluate staff, with continuous conversations, listening and communicating through various methods.
+ Projects assigned may include occasionally lifting/carrying up to 15 pounds and visiting different departments or work sites.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's Degree from an accredited college or university.
+ Three (3) years of increasingly responsible experience in planning, business, finance, or a related field.
+ Two (2) years of supervisory experience.
Preferred Qualifications
+ Master's degree from an accredited graduate school, with focus in Statistics, Demography, Social Science, Data science, or related field to include six (6) semester hours involving or related to statistics.
+ 1 year of experience in a research field (applied research).
+ Ability to analyze complex social problems and implement recommendations.
+ Ability to prepare clear and concise reports and public presentations.
+ Knowledge of core methods, principles, and practices within statistical analysis and analysis of disaggregated demographic data.
+ Knowledge of homeless response and social services programs.
+ Knowledge of multifactorial components of poverty related determinants.
+ Knowledge of state and federal population and socio-economic databases and registries.
+ Ability to effectively explain data, evidence, and statistical analyses in a way that is understood by a lay audience and non-expert individuals.
+ Three (3) years of increasingly responsible experience in conducting community needs assessments, or demographic analysis related poverty alleviation initiatives.
+ Experience with data modeling and visualization tools (ex. Power BI, Tableau, GIS, etc.).
+ Six Sigma Accreditation, Results Based Accountability Certification, Change Management, Process Improvement and/or User Center Design Experience.
+ Strong interpersonal, verbal, and written communications.
+ Organized and detail-oriented, embraces continuous improvement.
+ Self-motivated, driven, innovative, and ability to keep current on technology.
+ Valid Class “C” Texas Driver’s License.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
+ Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

+ Ability to establish and maintain effective working relationships with employees, management and the general public.

+ Working conditions are primarily inside an office environment with occasional exposure to hazardous materials, bodily fluids, infectious diseases and unfavorable fumes, vapors and odors.
