The Payroll Specialist is responsible for managing and executing payroll operations for the college, including processing payroll for full-time employees and Temporary/Other Personnel (TOP). This role ensures accurate recording, posting of payroll data, and management of direct deposit transactions. The Payroll Specialist serves as the liaison between the College and external agencies such as the Group Insurance Office, the Wyoming Retirement System, and TIAA. Additionally, the position handles state and federal tax reporting for all employees and oversees benefits payments for retirees through the TOP program. This role requires a strong understanding of payroll systems, compliance with federal and state regulations, and effective collaboration with the accounting services team, accounts payable, and human resources. The Payroll Specialist reports directly to the Accounting and Payroll Supervisor and provides guidance to the Payroll Technician I.
Other tasks may be assigned based on contemporary institutional need.
Essential Functions

Execute the full payroll process for all full-time employees by ensuring timely and accurate disbursement of payments and compliance with all federal, state, and local tax regulations.Increase efficiency and data accuracy by optimizing payroll system management and reporting.Ensure full compliance with all regulatory requirements by operating as a liaison for the college and fostering strong relationships with regulatory bodies. Implement coordination and communication efforts to ensure consistent alignment with organizational goals and cohesive workflow.Execute continuous improvement initiatives to optimize workflow and lead to sustained improvements.Knowledge, Skills, and Abilities:
Knowledge:
Proficient in accounting principles, financial record-keeping, and bookkeeping.Understanding of internal control procedures related to the recording, reconciling, and reporting of financial data.Extensive experience with the Colleague payroll and human resources systems.Skills:

QualificationsEDUCATION AND EXPERIENCE REQUIREMENTS
Minimum Qualifications:
An Associate’s degree in accounting or related field plus or 5 years payroll experience with fully benefited employees.A minimum of three years of experience in payroll processing, with a strong understanding of payroll systems and tax regulations.Preferred Qualifications:
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.Five years of progressive experience in payroll management, including experience in an educational or public sector environment.Proficiency in payroll software systems, preferably Colleague, and familiarity with timekeeping systems like TimeClock Plus.Certified Payroll Professional (CPP) designation or equivalent certification.If you are selected for the position, your appointment is contingent upon successful completion of a background check. LCCC reserves the right to end this employment agreement should the results of your background investigation not be successful.
