Specialist – Technical Compliance Codes & Standards

Position Description

This position will primarily support Kinder Morgan’s (KM’s) Products Pipelines Damage Prevention Program to ensure compliance with company damage prevention procedures and federal, state, and provincial damage prevention regulatory requirements in the United States and Canada by reviewing current and proposed damage prevention regulations and legislation to determine KM’s compliance or actions needed to comply, participating in pipeline safety audits/inspections, and supporting participating in various KM internal processes designed to promote operational excellence in damage prevention. In addition, this position may be called upon to support KM's broader Pipeline Safety compliance agenda.

Position Requirements

Essential duties and responsibilities:

Responsible for reviewing KM’s Products Pipelines damage prevention procedures to ensure compliance with federal, state and provincial damage prevention legislation and requirements.Responsible for reviewing proposed federal and state/provincial damage prevention legislation and regulations and providing feedback to management as to the impact that new law/regulations will have on the compliance requirements.Responsible for reviewing new damage prevention regulations and existing Business Unit standards and procedures to determine compliance of those new regulations.Recommend changes to applicable procedures through the Management of Change process to remain in compliance with damage prevention regulatory requirements.Review damage prevention best practices (e.g. Common Ground Alliance Best Practices, API RP 1166) on a routine basis to ensure damage prevention procedures are in alignment with the best practices.Conduct annual Business Unit L-O&M damage prevention procedures review.Investigate significant excavation related accidents and incidents.Reviews excavation related Impact (internal incident reporting system) reports on a weekly basis.Provides liaison with KM’s Internal Audit and One-Call Center support groups when issues arise.Ensures KM’s Common Ground Alliance (CGA) Damage Information Reporting Tool (DIRT) forms are completed correctly and uploaded into KM’s DIRT application in a timely manner.Performs an analysis of annual DIRT data submitted for KM Products Pipeline and prepares an annual report to management of Products KM DIRT data, highlighting trends in the DIRT data.Provides support and training at KM’s Right-Of-Way College.Participate in Root Cause Analysis and various other investigations related to damage prevention accidents and incidents, as circumstances require.Performs damage prevention Quality Assurance field audits.Performs damage prevention Quality Assurance table top audit of one call ticket responses.Provides damage prevention guidance to field inquiries requesting support.Participate in Corporate and Business Unit Incident Review Committee meetings.Be willing to support and participate in KM’s Products Pipelines Pipeline Safety Program.Perform other duties as assigned.Participate ERL, Emergency Response Calls, for Damage Prevention and Public Awareness.
