Specialist Advisor IV: Systems Information Advisor

Overview:

The Systems Information Advisor will support INL/Honduras in support of their mission.   

Primary Responsibilities:

·     Assists and advises the GOH HNP with implementing recommendations for the

·     NACMIS (National Access Case Management Information System), as well as other police database communication matters.

·     Provides guidance and recommendations, helps to develop, implement, and manage the Automated Case Management and Information System.

·     Works in consultation with counterparts based in Honduras.

·     Monitors and measures the impact of the NACMIS strategy and makes adjustments accordingly.

·     Provides technical assistance for the analysis, design, growth, and implementation of the new communication system that will be used by the GOH National Police to control citizens that have liberty restrictions.

·     Maintains system applications and development tools, analyzes NACMIS’ existing information systems with the goal of improving user interfaces and increasing data capture. Makes recommendations and coordinate the implementation of NACMIS nationwide.

·     Develops implementation plans and technical requirements for HNP nation- wide implementations.

·     Recommends and organizes the implementation of all new acquired information resources for NACMIS communication systems expansion, as well as improvements to the infrastructure in the data center located at the Police Investigation Directorate (Direccion Nacional de Investigacion Criminal DPI).

·     Designs and implements an anti-gang database to support criminal investigations against domestic and transnational gangs.

·     Designs and implements a homicide tracking database to support criminal investigations.

·     Designs a NACMIS end-user training program for Criminal Investigation School to implement nationwide as the system is rolled out.

·     Liaises with host nation police office to communicate success stories and results, offering mentoring and advice when needed.

·     Provides training to national police staff and introduce new, cost-effective digital technologies for the more rapid collection and dissemination of information from field operations in Honduras.

·     Works with INL advisors to identify training needs of the National Police personnel. Proposes training options and course availabilities.

·     Provides advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions.

·     Drafts source-origin waivers, bid solicitations, scopes of work, and participates as a non voting member in technical evaluation panels.

·     Attends meetings with U.S. and GOH officials as requested.

·     Creates a work plan per the instructions.

·     Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.

 

Education and/or Experience:

·     Bachelor’s degree in international relations, law enforcement, public policy, or related field (10) years professional experience can be substituted.

·     Fifteen (15) years’ experience in the field of the specialty.

·     Three (3) years of experience working overseas.

·     three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs).

·     experience briefing in Spanish and English.

·     Five (5) years’ of demonstrated experience managing and providing technical/tactical expertise on programmatic issues to offices and stakeholders involved.

·     Five (5) years’ demonstrated experience dealing with complex problem analysis and coordinating with program stakeholders to resolve issues.

·     Five (5) years’ experience working with the NACMIS data system as both a system operator and system administrator.

·     Ten (10) years’ experience working with ORACLE, XQL, Oracle Forms and Reports and VMWare Horizon.

·     Five (5) years’ experience working as a Telecommunications Advisor with non-U.S. law enforcement agencies.

 

Knowledge, Skills, and Abilities:

REQUIRED

·     FSI level 3/3 Spanish, FSI level 1/1 English.

·     Knowledge of international police development and reform.

·     Knowledge of Honduran telecommunications policies and standard operating procedures.

Security Clearance:

·         RSO certification

Physical Demands:

Must be able to physically and medically perform in a normal office environment.  While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds. 

Travel:

National and international travel may be required
