Position Objective:
Provide accurate utility billings to tenants in Grand Central Terminal (GCT) and maintain proper documentation. Manage and record maintenance data to keep asset records complete and check the accuracy of inspection reports. Provide support to GCT Management regarding utility and inventory databases and collaborate effectively with MNR internal departments and outside agencies. Manage, supervise, and provide guidance to agreement employees.
Responsibilities:
+ Supervise and perform all duties relating to the GCT Utility Billing and meter reading process for all tenants in GCT including but not limited to onsite field visits / inspections throughout the GCT terminal and outlying locations. Supervise and manage union staff on duties of meter reads.
+ Maintain all GCT utility databases and produce accurate monthly reports to support billing invoices of utilities used and review and resolve billing discrepancies or anomalies.
+ Maintain administrative databases in relation to building maintenance invoices and procurement card purchases for Maintenance of Way (M of W GCT.
+ Issue monthly invoices to the accounts receivable department and MTA managing agency as required.
+ Supervise the Fixed Asset Inventory program, as it relates to tagging new equipment purchased as well as periodic inspections of current inventory to maintain updated database.
+ Assist the Manager of Administration - GCT with various administrative functions such as review, and approval of department’s procurement card purchases and perform all other special projects as assigned.
+ Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications:

+ Must be proficient in Microsoft Office with Access and Excel .

+ Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
+ 24-hour 7-day availability required.
+ Ability to navigate difficult-to-access work locations and uneven surfaces throughout GCT, as needed, to perform/supervise meter readings .
Required Education and Experience:
+ Associate’s degree in accounting , finance, business administration, or related field. Demonstrated, equivalent experience education , and/or technical credentials may be considered in place of the degree to include two additional years of related experience.
+ Minimum Three (3) years experience in a progressively responsible administrative position.
+ Minimum 1 year experience managing a staff/diverse workforce and /or project.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
+ Knowledge of electric, steam, chilled water, and water utilities .

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
