Job Description

Shift Requirements: 8:00 a.m. - 4:30 p.m., M-F (Flex Time Available)
Who we are we within the Iowa DOT: This position is in the Specifications Section in the Contracts and Specifications Bureau. The bureau conducts the lettings for highway projects throughout the state. A letting is a process by which contractors submit sealed bids for projects that are to be constructed. There are twelve lettings each year and each letting has a ten-week schedule. The average size of each letting is 70 proposals totaling about $111 million.
As an Engineering Technician Senior (Specifications Assistant), you will assist the Specifications Engineer and provides support to the engineer in the development and maintenance of the Iowa DOT Standard Specifications, Developmental Specifications, Supplemental Specifications, and Special Provisions and to the Electronic Reference Library. This position is also a liaison between the Specifications section and other DOT bureaus to ensure that the specification documents meet the technical needs of the functional areas and are in the standard format required by the department.
This includes, but is not limited to:
+ Edit existing versions of the Specifications. Track changes to existing text, incorporating new and additional material as written by the Specifications Engineer, and approved by the Specifications Committee. This process requires advanced word processing knowledge.
+ Receive and organize Special Provisions, Developmental Specifications from sources within the Iowa DOT and consultants.
+ Update and format General Supplemental Specifications every six months from information given by the Specifications Engineer. Information is obtained from Specification Committee minutes.
+ Prepare a draft version of proposed specification changes for Specification Committee approval and a final version incorporating their additions and changes.
+ Develop Iowa DOT's Electronic Reference Library (ERL) and publish the ERL to the Web (currently every 6 months).
+ Maintenance and management of current and historical specification libraries and technical information, hard copy and electronic, and all other Specification Section network directory files, including security changes.
+ Making revisions to the Construction Manual and the Specifications using HTML and edit HTML portions of the ERL using Dreamweaver.
+ Attend the monthly Departmental Specification Committee meetings, as well as Iowa Concrete Paving Association (ICPA), Asphalt Paving Association of Iowa {APAI), and Associated General Contractors of Iowa (AGCI) industry meetings. Take notes and prepare minutes of specification meetings, and distribute approved minutes to interested persons.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited college or university with an associate’s degree in civil engineering or a related field, and experience equal to five years of full-time work in engineering survey, construction inspection, highway design, materials inspection, or materials testing.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in civil engineering or a related field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Construction Technician Senior or Design Technician Specialist, or four years of full-time work as a Construction Technician, Highway Technician Senior, Engineering Operations Technician, or Design Technician.

Additional Qualification Requirements
+ Designated positions in this class require possession of a valid Commercial Learner's Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and subsequently maintained in order to continue employment.
+ If a CDL is not required, designated positions in this class are required to have and maintain a minimum of a valid Class C Non-Commercial Operator's License.
+ In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
+ Prior to starting employment, persons in designated positions are required to have a post offer, pre-employment physical verifying the physical ability to perform the duties described.
+ Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
+ Employees in designated positions must be able to work up to 16 consecutive hours.
