Description:Position Title: Spr, Phlebotomy Department: Laboratory Purpose: Plans, organizes and supervises the daily operations of all pre-analytical processes including inpatient and outpatient specimen collection and processing for Genesis Medical Centers, Davenport East and West campuses. Responsible for interviewing, hiring and training of staff in the areas of responbility; schedules staff to ensure appropriate coverage; monitors and adjusts staffing appropriate to the workflow to meet productivity targets; identifies and requests needed IT changes that would improve workflow and/or reduce errors; develops and maintains orientation materials and coordinates completion of staff orientation; completes colleague performance evaluations and ensures assessment of colleague competencies; performs disciplinary action when indicated; ensures standard operating policies and procedures are current and adheres to the Laboratorys document control system; ensures compliance with the requirements of laboratory regulatory and accrediting agencies; assists in the collection of specimens for patients of all ages using defined patient identifiers; supports quality management activities and utilizes process improvement principles to reach department goals; effectively facilitates communication with direct reports, peers and leaders in the organization; develops and maintains quality management systems and performance improvement initiatives appropriate to the areas of responsibility; assists in the formulation and implementation of section goals; maintains an inventory system that ensures appropriate supply levels and performs other responsibilities as requested by the Manager, Clinical Laboratory Director or Medical Laboratory Director. Report To: Mgr, Laboratory Supervisory Responsibility: Large Group Responsibility (Single Shift): The job requires direct supervision of more than 12 employees. Job duties include the full range of supervisory activities such as hiring, training, assigning, monitoring and assessing work, promoting etc. Work involves ensuring that human resource related decisions are compatible with the organization's policies, practices and direction. Incumbent responsibilities are limited to the supervision of staff on a single shift. Materials Responsibility: Very Limited. Work requires very limited responsibility for material resources. Examples of resources could include personal work materials, supplies or equipment, or very small amounts of cash. The employee has a very limited or indirect amount of control over these resources. Although human error might require the repair or replacement of materials, usually the cost of correcting these errors is minor. The variety and volume of resources is also very limited. Problems associated with material resources are very uncomplicated. Key Relationship: Co-workers/Health System Employees, General Public/Visitors/Volunteers, Outside Agencies/Other Health Care Providers, Patients, Families, and Significant Others, Physicians/Medical Office Staff, Vendors/Clients POSITION SPECIFICATION Education: High school graduation or equivalent Field Of Study: Special Training: Three years phlebotomy or clinical laboratory experience; knowledge of applicable Federal, state and regulatory standards and regulations. Training Preferred: Bachelors or Associates degree; CMA certification or laboratory certification through ASCP or similar organization. Licensure/Registration: Valid driver/chauffeur license required, must meet MercyOnes Motor Vehicle Safety Standards, must be at least 18 years of age and be eligible to drive per Iowa state law. Experience: More than 3 years experience required. Interpersonal Skills: Interaction is with a variety of people inside or outside the organization. Communications are of moderate difficulty and sensitivity. Contact with others may involve detailed & lengthy dialogues & exchanges of information. Requires a moderate amount of interpersonal skills. Interactions involve dealing with moderately complicated problem situations or stressful encounters. Working Conditions: There is exposure to moderately adverse and undesirable environmental conditions. There are some health and safety risks. Position may require safety equipment and precautions.
