Department of Defense Secret security clearance is required within a reasonable period of time..*** JOB RESPONSIBILITIES: * Provide technical leadership, mentoring. direction and review of system development including requirements definition, architectural designs, prototyping and work breakdown to accomplish completed products on schedule with program increments. * Work includes identifying and hiring personnel resources required. * Use JIRA, BitBucket, and Confluence to plan, coordinate and monitor the team tasks and SW deliveries (both external and internal). * Keep Program leadership informed of program progress and help manage/mitigate risks. * Aggregate and moderate the team inputs to the weekly and Monthly program Status Reports * Lead the team to Build/Secure and Monitor networked open Virtualization host environments and DEVOPS processes thar support Collaborative Virtual Integration environments. * Work includes HW selection and procurement. * Participate as voting member in program technical leadership meetings to review plans, monitor execution, and adjudicate program issues. * Work with the program System Engineering and technical leadership teams to identify, scope and plan incremental updates of capability * Review and release semi-annual SW installation packages to support updates in the fleet. * Work includes remote and onsite support to the Installers and warfighters * Perform Task/Budget estimates in coordination with the program manager to support customer budget allocations * Be available as required for Tier 3 support of remote issues with the program * Potentially travel to assist/train the Installation team on new installations * Coordinate responses from the first/second tier support personnel to identify where we can improve the support documentation REQUIRED QUALIFICATIONS: * Department of Defense Secret security clearance is required within a reasonable period of time. * Bachelor"s degree in Systems Engineering, or a related Science, Engineering or Mathematics field. * Requires 8+ years of job-related experience OR * Master's degree plus 6 years of job-related experience. * Agile experience preferred. * Strong software background and experience with associated networking hardware * Experienced in technical project management * Has respect of peers and colleagues for technical credibility. * Success on significant efforts as engineering lead, with proven business experience in the design, integration and production of systems that meet requirements * Knowledge of USW-DSS products, interfacing systems, and installations * Familiar with CANES networks * Mindset of continuous improvement and ability determine how to both adapt and innovate on the current product to remain effective, useful, and competitive * Experience or familiarity with public (AWS, Azure), private (RHOSP, VIO), and mixed cloud environments Platform as a Service (PaaS) technologies such as Identify and Access Management, Kubernetes, Rancher, Docker, or OpenShift * Use of Model-Based Systems Engineering (MBSE) to document and support system requirements, design, and analysis * Experience or familiarity with cyber security practices such as encryption, certificate/key management, patch management, STIG, RMF, or security hardening, and auditing * Multi-level security domain expertise (and cross-domain) * Experience or familiarity with DevOps concepts and practices * Creative thinker with demonstrated success leading the systems development, delivery, and support life cycle for complex dynamic projects * Exceptional communication, presentation, and influence management skills * Experience in or working with Navy theater sites or labs, Surface or Undersea, and/or USW-DSS systems * Shown a willingness to take educated risks to further develop a technical solution or innovation * Demonstrated deep ownership that led to teams" success and have demonstrated your ability to take immediate and decisive action in dealing with technical and performance issues. * Demonstrated success building, leading, and developing high-performing teams. * Know how to build high-performing teams. * Significant experience in mentoring coaching and developing others. * Can build consensus with all problem stakeholders and resolve conflicts. * Exquisite brokering skills, regularly achieving consensus among stakeholders. * Can bridge the various sections of the matrixed organization to find a path to problem resolution. * Have the respect of your peers and colleagues for your technical and management credibility. * Can lead and manage a geographically and chronologically separated team. * Can create and realize new opportunities by applying your technical skills to new problem domains. * Are willing to communicate to senior leaderships areas where a program may be at risk or other issues such that additional resources can be applied as soon as possible.
