**Responsibilities:**
GENERAL PURPOSE:
Responsible for all administration and management activities within a department. Manages the daily operations of a department primarily in the areas of staff administration, compliance, financial, purchasing, and support services management. Recommends policies and guidelines for unit/department activities. Develops, manages, and controls budgets and a variety of financial data. Establishes financial and operational systems to monitor, control, and verify expenditures and carry out financial analyses. Reviews and approves statements of accounts, payroll, staff administration, and invoice actions. Plans for physical space rehabilitation and renovation. May oversee the preparation and management of grant and contract proposals involving a variety of funding sources and agencies. Approves/initiates requests for a variety of support services and agencies. Supports the staff administration activities for unit/department, including hiring, terminations, salary, and disciplinary actions. May supervises a small staff.
**ESSENTIAL FUNCTIONS**
+ Provides strategic advice to department leadership on administrative matters. Provides input on implementation and ensures compliance with department policies and procedures. Coordinates with University policy and federal/state law. Collaborates regularly with leadership, directors and managers to ensure understanding and integration of department policies and procedures into operations. Serves as a liaison between the department and central administration, representing the department’s interests in University-wide initiatives.
+ Oversees financial activity in the department, including oversight accounts and approval of financial transactions. Resolves complicated scenarios as it relates to all financial activities. Responsible for budgeting and forecasting activities and payroll. Oversees project expenditures, expenses, and strategic and operational fiscal management. Prepares business improvement plans as necessary.
+ Administers personnel management program across the department. Plans and directs an effective performance management system for department-wide standardized measurement systems and establishment of performance standards for all job specific responsibilities/descriptions. Implements effective and standardized processes for use of performance measurement and reporting tools. Ensures all activities of department’s performance management meet enterprise directives/expectations. Develops staffing models and provides assistance to hiring supervisors on reducing the theoretical staffing to practice. Advises and implements the hiring and onboarding of all staff members. Prepares job descriptions, advertisements, offer letters, and personal action forms. Serves as the point person when it comes to hiring, resume review, interview questions, and provides input on hiring decisions.
+ Analyzes and improves operational processes, implementing best practices to enhance efficiency and effectiveness. Works with internal stakeholders on new programs and project management. Conducts regular sessions to determine any workflow barriers or areas of improvement.
+ Manages space planning activity, such as office renovations and relocations, ensuring completion on time and within budget. Provides strategic advice to department leadership on administrative matters, including resource allocation and space utilization.
+ May mentor and supervise lower level staff, fostering professional growth and development.

**MINIMUM EDUCATION & EXPERIENCE**
+ Bachelor's degree and 5 years of relevant experience required
+ Or equivalent combination of education and experience
**KNOWLEDGE, SKILLS AND ABILITIES**
+ Excellent problem-solving and decision-making skills required
+ Advanced financial management skills, including experience with budget development and analysis required
+ Strong analytical skills and proficiency in financial management software required
+ Excellent communication and interpersonal skills required
+ Experience in a university or healthcare setting preferred
