SUMMARY OF DUTIES:

 

The Senior Data Analyst supports Amtrak’s Environmental & Cultural Compliance (E&CC) staff and leadership to manage data, support workflows, and resolve data issues related to recording compliance with the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (Section 106), and related regulations within Amtrak’s enterprise data management system (MasterWorks platform). The position coordinates with internal/external business partner(s) to ensure the effective functionality of the NEPA/Section 106 module and make functional improvements (e.g., queries, reports, dashboards, etc.) to facilitate NEPA and Section 106 workflow, project and mitigation tracking, improve processes, and address operational issues that arise. The Senior Data Analyst performs troubleshooting to evaluate potential issues, suggest solutions, test modifications, and validate outcomes.


ESSENTIAL FUNCTIONS:

 

Lead E&CC coordination with Amtrak’s enterprise project management organization (EPMO) and other business partners on: 
- planning for future releases and other improvements to MasterWorks, including ensuring integrity of NEPA workflows and data that may be affected by seemingly unrelated initiatives. 
- development and implementation of interim data tracking and transfer tools (e.g. spreadsheets)  
- development of NEPA-related internal MasterWorks training tools (e.g. videos, quick-reference) 
- Manage integration of NEPA/Section 106 data into MasterWorks, including batch uploads, document upload/linking, or others 
- Review/monitor NEPA/Section 106-related data in MasterWorks to ensure correct operation and appropriate usage. 
- Use MasterWorks to understand project schedules and milestones to facilitate NEPA Team workload planning and assignments and identify compliance risks. 
- Contribute to internal E&CC tools and training related to NEPA and Section 106 in MasterWorks 
- Support NEPA Team in addressing questions and offering training for Amtrak users regarding MasterWorks functionality, particularly related to the NEPA/Section 106 module and related elements. · Contribute to preparation/transmittal of standard NEPA reports to FRA. · Manage NEPA/Section 106 internal SharePoint page and associated libraries. · Assist with GIS data library development and maintenance. · Other related duties as assigned.


MINIMUM QUALIFICATIONS:

 

· Bachelor’s degree in data science, computer science, statistics, environmental sciences or planning, engineering, or related field required (or equivalent combination of training, education and relevant experience may be considered in lieu of a degree). 
· Minimum of 5 years relevant experience required (minimum of 10 years relevant experience in lieu of degree). 
· Familiarity with or ability learn and understand MasterWorks or other enterprise-level data tracking and integration systems, as well as adjacent Amtrak data systems. 
· Basic Knowledge of NEPA procedures and requirements 
· Knowledge of Section 106 procedures and requirements
· Working knowledge of GIS
· Basic Understanding of either the NEPA and Section 106 processes, or MasterWorks


PREFERRED QUALIFICATIONS:

 

· Advance degree in data science, computer science, statistics environmental science, engineering or other applicable field. 
· Experience working with GIS, Salesforce, Masterworks, or other enterprise systems.
· 8 or more years of relevant experience preferred.

 

WORK ENVRIORNMENT:

· Frequently works in an office environment; constantly sits, stands, walks; may occasionally lift, carry, push or pull objects of various weights; may reach, kneel, crouch, bend or twist in order to perform administrative tasks such as filing, retrieving materials. 
· May visit project or meeting locations outside the office, including rail yards, maintenance facilities, and right-of-way, subject to walking on uneven surfaces, climbing over obstacles, and climbing ladders. 
· Frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks. · Frequently reads and analyzes hard copy or computer screen material and writes memos, email, presentations or reports, as appropriate. 
· Frequently acquires new knowledge, skills and tasks, both complex and simple, in order to maintain effectiveness in position. 
· Frequently handles multiple projects simultaneously and frequently resolves problems with conflicting priorities. 
· Conducts in person, e-mail, MS Teams communications, and/or telephone dialogues as appropriate to manage and conduct the flow of work. 
· Occasionally travels throughout and outside the region as required, via train, airplane or automobile ( up to 10% travel).
· Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.  
· Occasionally works in crisis situations requiring fast long-reaching decisions based on incomplete information/data. 
· Frequently works inside climate-controlled environments.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

 

Must have excellent oral and written communication skills.

 

The salary/hourly range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
