Job Description

Summary

The purpose of this position is to direct and lead the operations for all Midstream fuel terminals, processing plants, tank farms, rail/transloading facilities, DEF dilution facilities, laboratories and rail fleet.

Essential Functions

Direct and develop Midstream team members, including management team members, at all Company processing facilities, products terminals, rail facilities, transloading sites, DEF dilution facilities and quality assurance laboratories as well as Midstream logistics & scheduling and engineering teams.Ensure the safe, efficient, and reliable operation of all Midstream facilities through the application of proper process safety and asset integrity management practices in accordance with Industry and Company standards and in compliance with all federal, state, and local regulations.Maximize return on assets and Company profitability through the application of proper commercial initiatives, approved high-ROI/IRR projects, expense control measures, operational efficiencies, continuous process improvement and best practices.Ensure proper product inventory reconciliation/management at all processing facilities, products terminals, tank farms, transloading facilities and DEF dilution facilities.Prepare and submit budgets and KPI’s for management approval, including operating budgets, capital expense budgets for projects/improvements and key performance metrics, including safety metrics and uptime. Meet or exceed key safety, operational and financial performance metrics.Manage assigned projects in coordination with appropriate Team Members from all applicable departments, including but not limited to Midstream Engineering, Midstream Operations, Network/IT, Rail Operations, Legal, Supply, Trading, Marketing. Midstream Logistics & Scheduling, Transportation, Mid-Office and Accounting.Ensure the safe, efficient, and reliable operation of industrial control and automation systems, including related devices and field instrumentation, at all Midstream facilities/operations.Ensure construction/installation of all new improvements, assets, equipment, and controls systems conform with approved proposals, scopes of work, design drawings/calculations, permits to construct/operate, operations/response plans, Industry and Company standards, Company PSM requirements and budgets and comply with all federal, state and local regulations.Ensure proper application and adherence to environmental, health and safety (“EHS”) standards and PSM standards/processes, including Management of Change (“MOC”) in all operations.Ensure strict adherence to safe work practices, programs and permits for all employees and contractors, including, but not limited to practices, programs and permits pertaining to safe work, hot work, confined space entry/work, lockout/tagout (“LOTO”), hydrogen sulfide (“H2S) monitoring/training, maintenance, and use of SCBA, fire monitoring, etc.Model behaviors that support the company's common purpose; ensure guests and team members are supported at the highest levelEnsure all activities comply with rules, regulations, policies, and proceduresComplete other duties as assigned by management.

QualificationsBS or BA required.  BS or BA in Engineering, Materials Science, Physics or equivalent preferred.Minimum of 10 years of relevant industry management experience required.

Specialized Knowledge

Strong knowledge of pipeline & terminal operationsKnowledge of petroleum and renewable fuels processing operations, including fermentation, distillation, hydrodesulfurization, chemistry and thermodynamicsExperience managing construction or capital improvement projectsControls/automation systems experienceExcellent MS Excel skills required. Database and/or SQL experience desired.Significant experience with budgeting and P&L responsibility for multiple sites
