Summary:
Working within Engineering & Construction (E&C) Project Controls, the Senior Engineer – Project Controls position will be responsible for working with E&C Project Managers and Directors to provide project controls support including risk management, cost management, planning/scheduling, and reporting throughout the lifecycle of capital growth projects. The Senior Engineer is expected to be proficient in all aspects of Project Controls but will need to be a Subject Matter Expert in Risk Management and will be expected to provide support in the Development stage of complex projects that his co-workers are responsible for, training them to take over these activities during execution of the projects.
Essential Duties and Responsibilities:
Provide work products (estimates, schedules, risk registers…etc.), with minimal to no supervision, for complex mega capital projects
• Develop summary schedules and capital outlays to support project funding packages and owners estimates for projects, when requested, in support of Program/Project Managers
• Develop program level presentations, in coordination with the Program Manager, consolidating cost and schedule milestones that outline all projects within the program and present this information to internal executives and/or to external partners in a clear and concise manner
• Facilitate Risk Workshops with the project team to develop a detailed Risk Register and maintain it throughout the project life cycle
• Develop project specific execution plans, working with the project team, related to project controls, contract management and overall project execution
• Work with internal Project Managers to support their contracting and execution strategy through involvement with bid package development and issuance, providing support throughout the bid process and contract creation (ensuring critical progress deliverables are in the contract), and reporting of contractor progress
• Support Project Managers to develop a performance measurement plan with a major contractor, and if warranted, develop an overall project progress measurement tool to ensure major milestones are earned and trending is on track
• Provide cost management support on major project contracts and assist the PM with forecast/variance analysis, upon request
• Lead planning sessions to develop and maintain program level and project level schedules with inputs from both internal and external functions while providing variance analysis related to completion of milestones, slippage of critical path items, and schedule variances
• Ability to lead multiple project controls employees or contractors that support projects within the program and provide summary updates to the Program Manager
• Ability to take minimal to no direction and run down an objective to completion
• This role is a non-formal technical leader in the organization
Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:

• Knowledge and application of risk management and scheduling standards/practices involving complex high-capital midstream projects
• Ability to handle multiple demands; and prioritize workloads; establish and maintain positive, cooperative, and productive working relationships
• Additional work outside of normal business hours may be required
• Travel could be up to 25%, as required; role to be based out of Dallas, Texas
Education/Experience:
• 10+ years of relevant work experience directly related to Project Controls, Engineering or Project Management in the Oil & Gas Industry with emphasis on Midstream (Pipeline)
• Bachelor’s degree in Engineering, Business, or Finance preferred
• Further certifications through the AACE and/or PMI are preferred, but not required
• Proficient understanding of the full life cycle of ground-up and linear based projects from project initiation to closure
• Advanced knowledge and proficiency utilizing the following Software(s):
• Microsoft Excel and other Microsoft platforms
• Primavera P6/Microsoft Project
• Primavera Risk Analyzer
• Acumen Fuse/Risk
• SAP
• A Project Management Tool of any kind
• Advanced knowledge and proficiency utilizing other scheduling add-ons to evaluate schedule integrity, risk, and program management.
Required experience is commensurate with the selected job level:
The Engineer level requires a Bachelor’s degree in an engineering discipline and 3-6 years of relevant job related experience The Senior Engineer level requires a Bachelor’s degree in an engineering discipline and 6-10 years of relevant job related experience The Staff Engineer level requires Bachelor’s degree in an engineering discipline and 10+ years of relevant job related experience The Principal Engineer level requires Bachelor’s degree in an engineering discipline and 12+ years of relevant job related experience with a strong preference for a PE license Working Conditions:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Normal office working conditions and field work Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. Occasional overnight travel may be required. Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment will occur.
