**Responsibilities:**
GENERAL PURPOSE:
As the Sr Grants & Contracts Administrator in the Department of Surgery, Division of Supportive Care in Cancer (SCC), this individual is responsible for all strategic oversight pre and post operations for sponsored awards and Division operating accounts.
Demonstrates expert knowledge and coordinates with diverse internal Divisions, Departments, Centers and Institutes and external agencies beyond NIH grants, contracts and sub-contracts, including several complex projects and studies.
Leads and works independently on several complex projects within the Division of Supportive Care in Cancer, and collaborations with other UR Entities (e.g. Departments, Institutes) and External Entities (e.g. external funders, institutions, etc.).
The position requires strategic financial planning for all activities in the Division, working with multiple departments across the University, financial staff and faculty PIs, and in collaboration with central administration (SMD Finance, ORPA, and ORACS).
This leader will supervise a staff accountant who handles much of the day-to-day transactional activities and assists with AA-level oversight related to financial matters.
Expert professional exercising discretion and independent judgement to contribute in decisions working with the Division Director and senior faculty to develop and drive financial strategic planning for the continued financial growth of the division including preparation for large new P01-level grants, U-level NCORP grant renewal, and financial recruitment packages for new faculty recruits over the next few years to help SCC maximize efficiency and financial stability.
SCC has 92 employees with 17 faculty-level team members and over 75 staff members.
**ESSENTIAL FUNCTIONS**
+ **Research Finance Administration**
+ Analyze and oversees actions of Research Accountant to ensure fiscal compliance with Sponsored agencies terms and conditions of awarded funds, from federal, non-profit and other sponsoring agencies and recommends changes as necessary for the fiscal awards and negotiated terms
+ Communicates with leadership to provide guidance on programmatic updates that impact sponsored research activity/projects to ensure all terms and conditions are followed.
+ Enforces guidelines with PI’s and their support staff for distribution of expenses and delegates oversight of the financial transactions for accuracy.
+ Performs analyses necessary to maintain integrity and appropriateness of salary effort distributions, and research supported effort for all research staff (PI’s, Scientist, Laboratory Technicians, human subject coordinators, and statisticians) and ensures timeliness of required fiscal reports for compliance and audit purposes.
+ Leads proposal generation efforts for all Principal investigators and applies expert knowledge to investigators to complete required activity of sponsored funding, which is inclusive of progress report of research activity, financial submissions, terming projects, extension requests, and close out documentation for grants, agreements and clinical trials.
+ Identifies funding changes and approaching project end dates to determine funding gaps and suggest new funding opportunities or reassign underfunded grant personnel.
+ Coordinate with ORACS to complete report of expenditures, review final financial statements and ensure accounts are reconciled and closed as needed.
+ Serve as liaison to sponsors and University offices involved in sponsored funding including the Office of Technology Transfer, Office of Research and Costing Standards (ORACS), SMD Finance and Office for Research Proposal Administration (ORPA).
+ Assists Faculty with financial matters involved in MTAs, DUAs, FDA compliance, and other industry-related research collaboration requirements. Knowledge of NIH, PCORI, DOD and other foundations is necessary.
**Division Operational Finance Administration**
+ Manages the lifecycle of annual budgets for multiple Division operating, gift and capital accounts and implements strategies to ensure appropriate usage of funds per the Medical Center funds flow model to maximize support for Division operations.
+ Delegates monthly reconciliation to research accountant to perform accurate accounting, expense management and compliance of funds from SMD Finance and Departmental support.
+ Leads and directs support staff to complete monthly reviews of account ledgers and financial forecasts.
+ Communicates and advises Division Chief, on a continuous basis, to review fiscal status to determine strategies that maximize operational funding in support of annual budgeting process.
+ Coordinates with Service Center Directors to review and optimize service rates based on usage that supports and aligns with centers missions for the research community.
**Division Strategic Planning**
+ Drives and develops financial strategic to meet business targets for SCC, communicates/presents to Division Director and senior level faculty on new large program project grant submissions and large infrastructure grant renewals (NCORP - $6M), including assisting with planning of workforce structure and associated budgeting for these programs, develops business plans for new research cores and associated finance structures
+ Communicates with senior university administrators to form new collaborations and leverage resources in conjunction with the Dean’s office regarding institutional support agreements and management associated with large-scale grant operations ($1M+).
+ Lead financial review associated with new faculty recruits in the Division.
+ Leads efforts with faculty and staff regarding compliance with federally sponsored funding sources and regulations.
**Logistics and Coordination**
+ Representative for Division for internal and external committees regarding current sponsor, industry and university regulations, University Audit, policies, and human resources and proposal guidelines.
+ Management of detailed space and research personnel survey in support of institution F&A rate negotiations.
+ Provides oversight for research laboratory and office renovations, space relocation, and decertification of former laboratory spaces.
+ Coordinates major lab equipment purchases, budget and spending for service contracts, and equipment repairs.
**Human Resources**
+ Coaches and manages the activities of the Research Staff Accountant involved in SCC finances, including delegation of work activities, review of reconciled ledgers, rectifying actions with respect to spending, compliance and Workday processes.

+ required to work with all levels throughout the University preferred,
+ Medical Center, NIH and other major collaborating institutions preferred.
+ Must be self-motivated and directed with excellent time management skills preferred.
+ Strong work ethic, writing and oral communication skills required preferred.
+ Workday, UKG, MyPath, Cognos, URSpace, Microsoft suite, IORA preferred.
+ Continuous Learning for Administrators of Sponsored Programs (CLASP) within 1 year required.
