The Administration Division provides human resources, accounting, procurement, and budget support to the Governor’s Office and its attached agencies. The individual will work in a team environment and will interact with various state agency administrators and staff. Duties & Responsibilities: Primary duties of the position include managing the agency’s accounting operations in accordance with state and federal government regulations. Candidate must be detailed-oriented, self-motivated, and able to handle and prioritize multiple tasks to meet deadlines. Specific areas of responsibility will be overseeing all accounting activities for OPB and attached agencies which includes managing the activities in accounts payable, accounts receivable, general ledger. Candidate will play a significant role in the year end close process including preparing and submitting year-end reports to the State Accounting Office. Specific duties include but are not limited to: · Manage daily activities of accounting staff of four (Revenue-2, Accounts Payable-1, and General Ledger-1). · Train staff in various functional areas in accounting department. · Review financial reports to monitor agency’s daily cash flows. · Review monthly account reconciliations and provide guidance and or assistance in creating new account reconciliations and or analyses as needed. · Periodically review reports and queries to ensure agency is properly accounting for the revenues and expenditures on various federal, state, and other funding sources, at least monthly. · Provide guidance to correct any errors identified when reviewing financial reports and analyses. · Review and approve journal entries and accounts payable voucher adjustments before transactions are processed. · Provide customer service to internal and external customers, including other divisions, attached agencies, banks, and auditors. · Other duties assigned by the Director of Administration. Minimum Requirements: Bachelor's degree in business administration, accounting, finance or a closely related field from an accredited college or university AND Five years of professional level experience in accounting and/or a closely related fiscal activity, Three years of which in a management/supervisory role OR One year of experience required at the lower level Mgr 2, Accounting/Financial Svcs (FIM011) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis. Preferred Qualifications: + Bachelor’s and/or Master’s degree in Accounting. + Experience with: Cash Management, Accounts Receivable, Accounts Payable, General Ledger account reconciliations, Bank Reconciliations, and Financial Reporting. + Knowledge of and experience with the state’s financial management system TeamWorks (PeopleSoft). + Knowledge of and experience with federal grants and draw/payment request systems. + Knowledge and experience with Microsoft Excel (including pivot tables, v-lookups, and formulas).
