This hybrid position can be based out of Washington DC; Wilmington, DE; Philadelphia, PA; or Chicago, IL.

 

SUMMARY OF DUTIES:
This position will be responsible for managing and overseeing the planning and development of passenger rail stations and related rail facilities. This position will manage a matrixed team of internal staff and consultants to improve Amtrak’s physical assets, existing and planned, to include support future route expansions and expansions of state supported services. The Sr. Manager will be responsible for implementing and enhancing Amtrak’s external station development process, working with state partners, and developing development and implementation plans. Responsibilities will also include developing and implementing capital or maintenance improvement projects either as discrete projects or in support and in conjunction with the Facilities Development team as assigned.

 

ESSENTIAL FUNCTIONS:
• Manage matrixed staff and consultants as needed in support of the external and third-party stations and physical assets, including coordination with a thirty-party facilities management service provider and associated contractors and sub-contractors. 
• Manage the process of evaluating facilities with station managers, and other internal and external support staff, to identify operational and programmatic needs for new station or facilities and effectively working with the Strategy and Planning group.                 
• Develop, manage and implement facility construction projects of various scales, directly with, or with the engagement of, third-party service providers, including new construction. 
• Manage the planning, programming and development of internally and externally (third party) sponsored facility projects. Provides project management support throughout the facility development process. 
• Work with staff members to develop well-conceived project alternatives and prepares cost benefit analysis; Prepares data and support documentation on facility project prioritization, funding and cost. 
• Participate in the development and evaluation of RFQs and RFPs for planning, design and construction contracts for facility improvements. 
• Participate in project meetings, site surveys, assessments, design review sessions, preconstruction and construction phases, as required.  
• Collaborate with all Amtrak departments, and all levels of management, to foster ongoing communications and ensure system-wide consistency in implementation of facilities management functions and standards. 
• Administer facility maintenance standards and service goals.  This may include review and implementation of maintenance operations, facility best practices, PM, CM service programs, or other capital improvement facilities programs.  Support facilities improvements projects as needed. 
• Perform additional responsibilities and special assignments as directed by supervisor. 

 

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in architecture, civil engineering, transportation planning, business administration, construction, facilities, project management or a related field. 

• Minimum 9 years of highly relevant experience, preferably with 3 years in the transportation industry. 

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of facilities management, design and construction disciplines. 
• Proven management experience and leadership abilities. Ability to manage multiple projects with competing priorities and tight deadlines. 
• Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers. 
• Superior planning, quantitative and analytical skills  
• Excellent interpersonal and communication skills (oral, written) 
• Previous experience in planning, evaluating and developing transportation improvement projects. 
• Highly proficient with desktop computing, Knowledge of Microsoft Office Suite including MS Project, PowerPoint, Excel and Word) 
• Ability to be on-call and respond to for emergency situations 

 

PREFERRED QUALIFICATIONS:
• Master’s degree in architecture, planning, engineering or business administration or a related field. 
• Eleven years of related work experience. 
• AIA, AICP, Certified Project Manager, Certified Facilities Manager or other certification  
• Experience developing a facility management and/or capital maintenance and/or improvement plan for multiple facilities on a national platform. 
• Relevant experience in the transportation and/or railroad industry. 

 

WORK ENVIRONMENT:
• Ability to work in a fast-paced, time sensitive environment with frequently changing priorities, tasks and deadlines. Frequently manages multiple projects simultaneously. 
• Ability to communicate, comprehend, and respond to verbal statements and instructions, both orally and in writing. Ability to work under pressure. 
• Frequently resolves issues with conflicting priorities in cognitively demanding situations. 
• Constantly, or frequently, uses a computer, monitor, keyboard, mouse and other related electronic equipment and software to perform a variety of tasks.  
• Ability to work in an office building environment. Ability to work in a remote location with access to wireless internet and phone while outside of the office or traveling on business. 
• Ability to walk throughout all parts of transportation facilities and mechanical yards wearing personal protective equipment when necessary. 
• Frequently or occasionally travels throughout the country as required (via airplane, train, automobile, etc.). Ability to travel by train overnight to various locations. 

• Hybrid work arrangment (up to 3 days in office) 

 
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:
The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
