Sr SNAP Nutritionist - Elicottville, NY
Cornell Cooperative Extension of Cattaraugus County has an opening for full-time Sr. SNAP-Ed Nutritionist working 40 hours per week from the Ellicottville, NY office.

The Supplemental Nutrition Assistance Program Nutrition Education and Obesity Prevention (SNAP) Sr. Nutritionist will be a lead team member in the South Western Region SNAP-Ed program in cooperation with the Project Coordinator.

Responsible for strategic and innovative planning, development, coordination, implementation, evaluation, and guidance for the South Western SNAP-ED Region (Allegany, Cattaraugus, Chautauqua Counties) and specifically focused on Cattaraugus County. The Sr. Nutrition Educator will provide nutrition educational programming and community outreach through workshops, demonstrations, and one-time lessons. Guide, lead, and assist with programming conducted by other SNAP educators to ensure programs reflect the current needs and the diversity of people within the region and that programs conform to the objectives and mission of Cornell Cooperative Extension, the SNAP program, and the Association.

Maintain existing community partnerships and collaborations already in place and facilitate and foster new collaborations to bring together agencies with the goal of achieving sustainable policy, systematic, and environmental change in line with program Plan of Work.

This is a 1.0FTE grant-funded position. Funding for the Supplemental Nutrition Assistance Program (SNAP) program is through the United States Department of Agriculture (USDA) and administered by the Federal Food and Nutrition Services (FNS).

    

REQUIRED QUALIFICATIONS: 
•    Master’s degree in Nutrition, Health Education, Public Health, or closely related field.
•    2 years volunteer or related work experience relevant to the role of the position.
•    Ability to clearly communicate (speak, read, and write proficiently) in English.
•    Ability to meet travel requirements associated with this position. 
•    Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
•    Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
•    Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods. 
•    Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.
•    Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
•    Ability to present effective and relevant educational lessons to target audiences (one-on-one and group) and work with diverse audiences of all ages maintaining cultural sensitivity.

•    Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

PREFERRED QUALIFICATIONS: 
•    Registered Dietitian preferred.
•    Ability to clearly communicate (speak, read, and write proficiently) in Spanish.
•    Background or course work in leadership, management, education, grant writing/management and non-profits.
•    Familiarity with the community in which the work will take place and ability to utilize program resources within the community.

•    Familiarity with purchasing and preparing foods, utilizing business expense accounts and pragmatic use of resources. 
•    Familiarity with reviewing and following recipes and assure compliance to federal and state guidelines.

ESSENTIAL FUNCTIONS: 

Program Assessment - 10%
•    Assist in developing program needs assessment within scope of the Plan of Work.
•    Assist with identifying local and regional program needs with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
•    Assist in making recommendations for programmatic offerings, enhancements, and/or improvements based upon assessment. 
•    Assist with maintaining direct linkage with Cornell University faculty and program for program assessment guidance.

Program Development - 25%
•    Apply subject matter knowledge to develop nutrition education and programming to meet identified needs within the county, region, and to meet grant requirements.
•    Assist with developing policy and environmental change initiatives within the county and/or region.
•    Utilize subject matter expertise to develop educational strategies that consider the diversity of the community to reach the targeted number of adult and youth participants in the nutrition program.
•    Research, identify and select existing resources (teaching materials, games, etc.) for the SNAP program. 
•    Develop program materials, teaching materials, and resources to address identified needs. 
•    Make programmatic changes based on program evaluation outcomes to meet the need of diverse program participants. 
•    Assist in multidisciplinary team efforts to develop program to address priority issues.

Program Delivery - 20%
•    Apply subject matter knowledge to create lesson plans and adapt established curriculum and materials to meet program objectives.
•    Teach the targeted number of both adult and youth participants in the SNAP-Ed Program ensuring that required program client numbers are achieved quarterly and annually.
•    Deliver high quality programming to individuals and groups utilizing existing SNAP program materials and resources. 
•    Implement SNAP educational programing and program activities in support of other nutrition programming efforts as identified/needed to support the established Plan of Work.
•    Serve as a subject-matter expert in the area of nutrition to staff, other nutrition educators, participants, community organizations and the general public. 
•    Provide SNAP and Nutrition program education information to bring awareness to the public in the form of impact statements, articles for progress/annual reports, and news releases, etc. 
•    Provide SNAP educational programs via mass media.
•    Work to foster acceptance of the SNAP and SNAP-Ed Programs, methods and policies while addressing community and individual needs and considering diverse audiences. 
•    Assist in multi-Association team efforts through joint planning and implementation of multi-disciplinary programs and program activities to deliver the SNAP program. 
•    Serve as a team member and cooperate with the entire Association and nutrition program staff to achieve SNAP/Nutrition grant delivery goals as well as overall Association goals. 
•    Represent CCE before the public, participants, community leaders, government officials, Cornell, or other land grant universities in a professional manner as part of program delivery. 

Program Evaluation - 10%
•    Develop program evaluation to measure program impacts and gain input/insight for continuous improvement.
•    Interact with program participants, advisory committees, Cornell program specialists and faculty, county, and community leaders to obtain evaluation data for programs.
•    Analyze and interpret collected program data for reporting and program improvement purposes using standard, established policy, procedure, and methods. 
•    Recommend and make changes/improvements to strengthen and improve programmatic offerings. 
•    Communicate evaluation results and findings to Supervisor and/or constituents as appropriate.

Administrative Direction - 15%
•    Determine program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
•    Assist in identifying and making recommendations for policy and environmental changes to address identified gaps/needs in the community, county, and/or region.
•    Develop community partnerships to encourage the incorporation of nutrition education programming and special events in classrooms, after-school programs, and other appropriate venues. 
•    Identify coalitions or appropriate partners with whom to collaborate on policy and environmental changes to address community gaps/needs.
•    Develop and plan marketing strategies to reach target audiences and meet program objectives through public relation initiatives including networking/collaborating with government, economic, educational and community organizations.
•    Plan promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs such as National Nutrition Month.
•    Assist in identifying, developing, and securing community and fiscal resources for program continuance and enhancement. 
•    Assist with planning the structure of delivering educational SNAP programming via various methods.
•    Assist with planning educational programs to train other SNAP educators. 
•    Assist in planning the program delivery of other nutrition educators.

Administrative Management - 10%
•    Implement policy and environmental changes to address identified gaps/needs in the community, county, and/or region. 
•    Identify activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
•    Monitor program to ensure conforms to policies and objectives of the Association and funder Plan of Work.
•    Monitor program financial status to ensure compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.
•    Assist with the monitoring and review of program financial reports. 
•    Effectively manage program budget allocations. Assist in identifying ways to reduce costs and maximize existing resources.
•    Lead implementation of marketing initiatives including social media and mass media in the county and/or across the region 
•    Provide occasional guidance to co-workers for specific programs or projects. 
•    Assist with providing leadership and oversight for SNAP staff by coaching, supporting, and providing feedback to enable educators to achieve program objectives and meet the needs of constituents. 
•    Assist supervisor in identifying SNAP staff development/training needs.
•    Assist with training new SNAP staff such as providing mini curriculum-specific tutorials. 
•    Monitor staff time to ensure program needs are being met.

Administrative Coordination/Operation - 5%
•    Recruit the targeted number of both adult and youth participants in the SNAP program. 
•    Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts. 
•    Utilize effective marketing and communication strategies in the promotion of SNAP programming to include, but not limited to, print media, news media, social media, multi-media efforts and the environmental change initiative in collaboration with other nutritionists.
•    Actively participate in nutrition advisory committees, as necessary.
•    Coordinate marketing and promotion of nutrition resources through public relation initiatives and networking/collaborating with government, economic, educational, and agricultural organizations.
•    Coordinate special events and work with other educators to coordinate food demonstrations at various venues throughout the region. 
•    Reach out and connect with media and elected officials for events. Prepare press releases, articles, and letters.
•    Assist Project Manager in the preparation of funding proposals to secure additional program funding.
•    Coordinate identified administrative aspects of the SNAP program including, but not limited to: preparing correspondence, maintaining files, maintaining participant records, etc. ensuring confidentiality of all information.
•    Coordinate, compile, and organize existing program resources and program materials.
•    Transport program materials and resources in performing position responsibilities. 
•    Maintain records, complete reports, accurately collect and prepare paperwork as required for the program evaluation process.
•    Maintain extreme confidentiality of information participant information and data collected.
•    Submit expense and mileage reports in a timely manner.
•    Submit accurate program related expense receipts as required.
•    Prepare materials for report submission to meet funding agency requirements. 
•    Prepare reports, impact statements, and success stories on program progress and accomplishments as requested.

•    Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
•    This position requires the transport of self and/or program materials/resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned - 5%
•    In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
•    Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required. 
•    Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
•    Carry out assignments and other duties as assigned by supervisor, including but not limited to local health fairs, community activities, etc. 
•    Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
