We are seeking a BFM Analyst, Senior to support our customer in Patuxent River, MD. The Domestic Financial Analyst, Senior will provide financial and/or accounting support to the Anti-Submarine Warfare Program Office or other organizational support elements and other activities. They will: perform budgeting, funding execution, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. And also, utilize Navy-ERP and Common Spend Plan Tool (CSPT) to perform financial execution functions, provide support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations. Also, preferred to have familiarity with AMS.

Duties:

Conduct quantitative analyses of information affecting investment programs of public or private institutions.   Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyze budgeting and accounting reports. Provide support for budget development, execution tracking and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as Navy Enterprise Resources Program (N-ERP), Program Budget Information System (PBIS), SharePoint, Common Spend Plan Tool (CSPT) and Integrated Data Environments (IDE).  Assist the Program Manager and Resource Sponsor in the coordination, upgrades and submits of the Program Objective Memorandum (POM), Program Review (PR), issue sheet development, budget drills, and reclamas, to include data formatting. Maintain, consolidate, and organize databases of budgetary status information based on information provided through Navy Enterprise Resources Program (N-ERP) and the Program Budget Information System (PBIS). Perform budget execution including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds; update/develop spreadsheets and financial status briefs and presentations. Prepare financial charts and input for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews and various other program briefings. Track and monitor financial documents through the routing and approval process.

Required Education: Senior - MA/MS degree

Required Experience: Senior - over 10 years of experience performing duties described in the functional description

Substitution Language:

Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR 2. Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR 3. Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $77,083.55-$127,060.80 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
