The department of Medicine, division of Cardiology, has an exciting opportunity for a full-time Sr. Department Administrator, Clinical to work on the UHealth campus. The Sr. Department Administrator, Clinical serves as the primary administrator in the department and as the key advisor to the other senior leadership on business matters related to activities within the department. Moreover, the incumbent manages operations, personnel, and fiscal activities for a department.
CORE JOB FUNCTIONS
+ Works collaboratively with the other administrators and affiliate institutional executives in developing clinical practice strategies and programs.
+ Oversees the development of operating and capital budgets for the department and supports budget and contract negotiations with institutional affiliates and extramural funding sources.
+ Assures sound financial management by overseeing the production and distribution of all financial, accounting, and budgetary reports.
+ Oversees patient accounting to ensure accuracy.
+ Fosters a smoothly functioning, efficient, customer service-oriented organization through operational integration, anticipation of problems, timely and effective resolution of disruptions, and continuous process improvement.
+ Manages and administers grants, contracts, pre-award and post-award activity on sponsored research.
+ Provides expertise and guidance in interpreting and ensuring compliance with federal, state, and local laws and regulations, and standards of accrediting agencies.
+ Develops human resource plans and policies, and recruits, develops, and maintains the staff necessary to support the department.
+ Analyzes staffing, financing, operations, policies, systems, and procedures to ensure an efficient and effective operation and to adapt to internal and external change.
+ Develops business plans for proposed programs and services.
+ Supports the determination of current and future space needs and utilization, maintains existing physical facilities, and oversees construction and renovation projects.
+ Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.
+ Ensures employees are trained on controls within the function and on University policy and procedures.
Department Specific Functions
+ Develops policies and procedures for Department operations. Ensures compliance with established policies.
+ Develop and maintain systems for managing and reporting the Department’s activities.
+ Maintains close liaison and positive working relationships with faculty, staff and all other employees interfacing with the Department including Medical School, University, Business Office, Sponsored Programs, Purchasing, Physical Plant and Controllers offices
+ With department leadership, plan and direct activities that relate to future growth. This includes not only market growth and business development, but strategic planning for all aspects of practice management including human resources management, performance improvement, information technology, and revenue enhancement.
+ Provide leadership in developing business strategies and tactics to support the goals of the Department and overall Health System strategic plans for market growth and development.
+ Responsible for the performance management processes and outcomes of employees and physicians, including recruitment, selection, orientation, and ongoing performance management.
+ Guide managers in developing skills in and implementation of performance management practices.
+ Support professional development of the workforce. Perform needs assessments to determine continuing education needs of staff. Provide appropriate opportunities for continuing education.
+ Monitor staff and physician satisfaction. Responsible for work culture improvement.
+ Provide administrative oversight to the division practices, supporting the employment of the quality improvement process in improving operations. Pursue the spread of best practice in operations consistent with overall network goals.
+ Direct the planning and strategic formation of clinical program goals. Responsible for the administration and management of the clinical functions and programs of the division. Direct the development of policies and procedures for network-wide use in the clinical activities of the practices.
+ Responsible for performance improvement activities of the network. Develop and monitor performance indicators in all aspects of practice management including human resources, financial, operational, clinical, and business processes.
+ Analyze and review financial and productivity reports. Identify issues and work on problem resolution.
+ Approve budgetary recommendations for practices.
+ Oversee business plan development for capital projects. Project volumes, capital needs and operating expenses associated with business development projects. Monitor implementation of capital projects to assure adherence to operational plans and budgets. Monitor facility renovation and maintenance needs.
+ Provide overall administrative direction and coordination for revenue cycle management policies, procedures and programs in conjunction with central revenue cycle offices.
+ Support the implementation of procedures to enhance the financial performance of the practices.
+ Analyze practice operations and needs to determine potential enhancements or improvements to operational procedures, and develop and/or recommend supporting patient accounting policies and procedures.
+ Responsible for ensuring compliance with UM policies and procedures and all relevant regulatory requirements.
+ Supports clinical research initiatives as needed.

CORE QUALIFICATIONS
+ Bachelor’s degree in relevant field
+ Minimum 5 years of relevant experience
