SR. DEVELOPMENT OF OPERATIONS ENGINEER (ARDAP):

 

Bowhead is seeking a Sr. Developemnt of Operations Engineer for the upcoming Army Data and Analytics Platform (ARDAP) effort located at Fort Belvoir, VA. ARDAP's mission is to accelerate Army leader informed decisions and warfighter mission accomplishment by ensuring real-time availability of command and logistics information & data.  This is a fast paced job managing subject matter experts and IT professionals advising executive level personnel on financial, technical, and other high-level policy areas.

Responsibilities Responsible for defining and supporting the delivery of desirable, feasible, viable, and sustainable products that meet the needs of the Army Training Information System (ATIS). This role collaborates closely with the Release Train Engineer (RTE), business owners, and other key stakeholders to align the product vision with strategic objectives, ensuring the successful delivery of value across the Agile Release Train (ART). As a designated key position, the Senior Product Manager plays a pivotal role in shaping ATIS development, managing stakeholder relationships, and driving the execution of complex DoD software programs.Develop and maintain the Program Road-map in collaboration with the RTE and business owners, ensuring alignment with the vision for ATIS development. Serve as the proxy Product Owner for matrix support teams, ensuring value delivery to stakeholders. Drive the establishment and execution of data strategies, work-flow designs, product development processes, and digitization/automation initiatives. Lead matrix teams in defining User Stories and prioritizing the Team Backlog, ensuring alignment with program priorities while maintaining conceptual and technical integrity. Collaborate with teams to refine stories with acceptance criteria and examples, and ensure compliance with the Definition of Done. Manage the iteration execution process, maintaining a smooth flow of backlog items to user stories. Facilitate Program Increment (PI) Planning sessions, ensuring effective collaboration across cross functional teams. Provide guidance on capacity allocation to support technical teams in sequencing critical infrastructure tasks for new functionality. Participate in team demos and retrospectives to validate and align deliverables with stakeholder expectations. Act as the primary interface between the ART, business owners, and development teams, ensuring seamless communication and alignment. Lead or participate in cross functional collaboration teams spanning multiple Army programs to ensure consistency and integration. Conduct and lead SAFe Agile User Story Workshop Series, establishing a baseline understanding of collaborative processes and fostering a training environment for development teams. Mentor junior team members and stakeholders on Agile best practices and collaborative product development. Demonstrated ability to lead cross functional teams and matrixed organizations within Agile frameworks. Proven track record of aligning product vision with organizational objectives and driving successful execution. Deep knowledge of SAFe Agile practices, including user story development, backlog management, and program increment planning. Strong ability to coordinate with diverse teams, including system engineers, UX designers, and stakeholders.  Qualifications

Master’s degree in an Information Technology discipline or a related field.   

Ten (10+) years of experience in full life-cycle DoD software development programs with three (3+) years as a Product Owner or Product Manager for Agile software development within DoD programs. Experience supervising SAFe Agile and Product Support teams. Proven expertise in strategy development, work-flow management, process digitization, and oversight of Agile project management tools and metrics reporting.Three (3+) years of experience managing client relationships and supporting business growth.
Demonstrated experience leading cross functional collaboration teams across multiple Army programs.Certified Scrum Master (CSM), Scaled Agile Framework Product Owner/Product Manager (SAFe POPM) and Human-centered Design (HCD) Practitioner .Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.Ability to communicate effectively with all levels of employees and outside contacts.Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
