Position Overview
The Sr. Finance Lead is responsible for Program Finance and Accounting from program bid through execution. This includes contract management, proposal support, database management, and financial system (CostPoint) management. The candidate will be responsible for the execution of program finance processes and deliverables; inclusive of contract compliance, internal financial metrics reporting, Estimates at Completion (EAC), Accounts Payable, Accounts Receivable, rate management, and partnering with program management to analyze and assist in understanding their financial position.
This position will report to the Program Financial Manager, located in Baltimore, MD.
Responsibilities
+ Manage costs (labor, direct costs, materials) at the task order and TI levels. This includes working with managers, employees, and accounts payable to ensure proper coding.
+ Track and identify costs to prepare customer invoices. These reports are completed on a weekly, monthly, quarterly, and yearly basis. Manage billing milestones.
+ Preparation of forward-looking G&A, budget and overhead base and rate management.
+ Maintain Invoice Databases / AR Logs / Funding Logs.
+ Manage Audit Databases (monthly, quarterly, and yearly).
+ Manage and oversee contract project code charging and Work Breakdown Structures (WBS).
+ Ensure compliance with all statutory and contractual commitments with special focus on business systems rules to ensure adequacy in passing all DCAA audits.
+ Assist with the implementation and maintenance of Deltek CostPoint accounting system for the new contract.
+ Assist with proposal and RFQ responses. This includes managing proposal modifications due to scope changes and schedule changes.
+ Develop financial presentations for monthly and quarterly meetings.
+ Manage a team of junior staff to ensure effective performance of job duties and goals.
+ Provide support to Program Managers.
Qualifications
+ Bachelor’s degree in finance / accounting (or equivalent experience).
+ Proficient in Deltek CostPoint.
+ 3+ years’ experience in government contract management.
+ Extensive direct experience at a U.S. Government contractor with considerable experience in program finance and accounting, FAR/DFARS/CAS compliance, overhead/forward pricing rate development, EAC management and a strong understanding long-term contract revenue recognition.
+ Advanced Microsoft Office (PowerPoint, Excel, Outlook).
+ Ability to work effectively within a fast paced, rapidly changing environment.
+ Ability to multi-task and manage multiple clients and issues concurrently.
+ Excellent communication skills, both written and verbal.
+ Strong interpersonal and analytical skills; initiative-taker, motivated, independent thinker.
+ Well-developed people leadership skills with supervisory responsibility.
+ Must possess the ability to obtain a TS/SCI security clearance - US Citizenship is a prerequisite.
+ Active DoD Secret clearance
