Our Precision Fires and Maneuver Systems (PF&M) Onsite Senior Program Quality Manager/Engineer (PQM/E) in Land and Air Defense Systems (LADS), will support U.S. and/or foreign programs within the portfolio at our Tucson, AZ location. Responsibilities include promoting and executing with a meaningful strong quality mindset, practices, knowledge sharing, and collaboration. This individual will assist in implementation of Mission Area strategic quality improvements across contracts.

This is an onsite position.

This role will work to ensure the effective implementation of Quality and Mission Assurance requirements of the programs, and interface with U.S. Government Customers, Foreign Customers, Suppliers, and our internal Raytheon Quality team.  The PF&M portfolio includes contracts in all Integrated Product Development System (IPDS) phases, including design and development, production, and sustainment.

What You Will Do

Become the Quality POC for the Maneuver Systems Integrated Product Team (IPT), interfacing across program quality teams, programs, and customers supporting technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.Ensure Quality and Mission Assurance engagement in engineering development, design, and test requirements verification, including the transition of design to production.Closely interface with external and internal customers and key partners to establish effective relationships.Must have the ability to manage and impact across multiple levels of stakeholders, as it is vital to the success of this role.Responsible for quality of delivered products and services to our customers, stakeholders of quality risks, uncertainties and opportunities, key team members in resolution of customer expectations and relationships related to Mission Assurance and Quality.Responsible for developing and implementing strategic and tactical Mission Assurance plans that will closely affect the programs’ implementation and influence.Responsible for improving processes or systems using significant conceptualizing, reasoning, and interpretation skills. Problems and issues faced are numerous and undefined, and information is typically difficult to obtain.Assuring inclusion of quality requirements, planning, and consistency for program proposals and subsequent management of the quality budget.Lead and perform root cause analysis, facilitate corrective actions, and implement closed loop process controls to improve product/process predictability and capability.Generation of new Cost of Quality (CoQ), CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs on the program.Support issue resolutions and solutions to production and Radar execution.Experience in MRB (Material Review Board) disposition for variances to waive or deviate to requirements including RCCA and technical rationale.

Qualification You Must Have

Typically requires a Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of ten (10) years engineering experience. Working experience with ISO 9001 and/or AS9100 Quality Management Systems.Working experience with performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value).Working experience in providing technical program support for manufacturing and/or design processes.The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

Six Sigma, Lean, CORE, or American Society for Quality (ASQ) Certification.Earned Value Management System (EVMS) certification.Experience with Integrated Product Development System (IPDS) or similar gate management process.Experience in other functional area such as engineering, supplier engineering, or operations.Experience establishing cost estimates and Basis of Estimates (BOEs).Support the generation and implementation of required Program/Product First Article Inspection (FAI) plans.Experience Reviewing Statement of Work (SOW), Supplier Corrective Action Requests (SCAR), Knowledge of Purchase Order Quality Requirements (Q-Notes).Effective verbal and written communication and networking skills to work with upper management and customers.Hands-on experience in solving both business and technical problems.Passionate, high-energy, self-starting team player who achieves goals and strives for continuous improvement.Meaningful leader that exhibits presence and influence.Possess an in-depth understanding of contract flow and compliance.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
