Sr. Operations Research Analyst
Summary There is one (1) position that may be filled from this announcement. Responsibilities At the Band IIB, the incumbent serves as a Sr. Operations Research Analyst providing technical advice and support services on technology readiness assessment, software development, and other engineering best practices. Duties of Band IIB staff involve, but are not limited to, the following: Assists GAO mission teams with technology readiness assessment (TRA) evaluations of large systems and acquisitions in the federal government - including but not limited to, major weapons systems, homeland security systems, nuclear weapons and related technologies, IT systems, advanced technical facilities, and space or satellite systems. Performs assessments of a program's TRA to determine to what extent each is meeting best practices called for in GAO's Technology Readiness Assessment Guide. Analyzes and reviews critical technology elements of major acquisitions, conducts independent analyses, and evaluates contract performance metrics. Interviews agency officials and/or technology development contractors to discuss audit findings related to best practices. Prepares written assessments of TRA analyses that contain sufficient support and rationale for conclusions. Work with experts outside GAO to determine best practices for TRA as necessary. Provide related oral presentations to both internal GAO customers and external customers such as Congressional staff. Review products for adequate coverage and supportable conclusions regarding sound technology readiness assessment. Identifies key deficiencies in technology maturity and analyzes and interprets scientific and technical data as it pertains to the program under evaluation. Provides training to GAO staff and external audiences on TRA best practices and evaluation results. Performs other duties as assigned. Requirements Conditions of Employment You must meet both the education and experience requirements for this position by 5/18/2025 (effective date of promotions). If selected, you will be required to provide official transcripts verifying your education. Qualifications In addition to the education requirement, you must have one year (52 weeks) of GAO experience equivalent to the next lower band level (PE-IIA, PT-II, PT-III, PA-II, MS-I) independently assessing critical technology elements (CTEs) during all phases of the acquisition process; evaluating technology readiness levels and applying advanced theories, concepts, principles and processes for technology readiness assessments; and preparing written assessments of TRA analyses by May 18, 2025 (effective date of promotions). Education This position has a positive education requirement. Documentation to verify your education should also be submitted with your application. Basic Requirements: Degree in operations research; OR Degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Additional Information BARGAINING UNIT STATUS: This position is included in the bargaining unit. Generally, you will remain in your current official duty station (ODS) if selected. However based on agency needs, you may be offered a position in a different location and if you accept, your ODS will change. If you have an approved Flexible Work Agreement (FWA) and you are selected for promotion, you must complete and submit a new flexible work application for approval. Your new flexible work arrangement will be reviewed and decided based on Agency policy governing these arrangements. Additionally, you may have a 90-day waiting period to submit an arrangement changing your ODS to a different locality area.
