Job Title – Principal or Sr. Principal of Digital, Technology and Data Policy

ESSENTIAL FUNCTIONS:

Experienced legislative and regulatory public policy analyst and thought leader in the health care/insurance space to support development of policy and analysis on current and emerging health care technology and data policy. Must be able to write detailed analyses of legislation and regulations on portfolio topics and develop legislative, regulatory, and overarching policy solutions. 

Individual is responsible for issues under federal debate and/or emerging in the federal environment as a key contributor to Cigna’s Government Affairs team. Our overall policy solutions must drive affordability, predictability, and simplicity for our clients and the system at large on the following topics:

AICybersecurityData analyticsData enablement and interoperabilityHealth technologyProvider directory technology issuesPrior authorization technology issuesConsumer virtual and telehealth technology issuesSecurity and privacyReal time benefits

Specific activities include developing and implementing policy and positioning recommendations, legislative and regulatory analysis, and facilitating internal and external work groups. The position requires candidates to be able to: 

Analyze, define, and communicate critical trends.Analyze proposed legislation and regulations, compare to current laws, develop responses, and identify/predict likely legislative or regulatory outcomes. Work is predominantly at the federal level but must be able to support both state and international policy work. Must be able to compose legislative technical assistance.Gather input via written and oral communications and synthesize diverse internal feedback for external consumption.Work with business partners to support the enterprise regarding implementation of laws and regulations pertaining to data and technology issues and partner to identify business risks and opportunities in external policy developments.Develop policy alternatives through discussion papers, white papers, and related policy principles. Prepare written communications, including discussion documents and memos; develop consensus positions; and write comment letters, policy briefs, and talking points that take into account enterprise and operations positions. Must have ability to focus quickly with complex issues.Be able to separate mission-critical from routine tasks and focus on high-value projects. Assure consistency in policy approaches across the enterprise.Present views internally and to policymakers and external groups.

PROFESSIONAL EXPERIENCE & EDUCATION:

The ideal candidate will have a minimum of 10 years of policy setting experience in the data, technology space and have a strong and successful record of being a leader in policy setting environments such as on a relevant committee on Capitol Hill, in an Administration, and/or in a relevant Agency or in-house with a corporation or trade association. They will enjoy collaborating, be highly energetic, extremely strategic and innovative, and have a track record of creating actionable plans and strategies.

Bachelor’s degree is required. JD, MBA, or Master’s degree and/or related work experience described above preferred.

COMPENSATION:

Compensation will be competitive and consist of a base salary, incentive bonus, and equity, which will be determined by experience and achievement.


If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 167,600 - 279,300 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
