Our work depends on Program Manager joining our team to provide overall program leadership, direction, and achievement of desired outcomes for a DoD Enterprise IT program. The Program Manager will oversee and manage all aspects of the program and serves as primary point of contact between GDIT staff and the customer with responsibility for program execution, schedule management, quality management, change management, communications, risk and issue management, contract management and financial management.
HOW JOB TITLE WILL MAKE AN IMPACT
Maintains overall programmatic (cost, schedule, performance) responsibility for the execution of the Contract as well as the technical performance of the program.Single point of contact for program-related issues and incidents.Communicates critical and time sensitive program-related information directly to the client.Represents the Contractor at program-related meetings to discuss cost, schedule, and technical performance.Meet with clients to gain feedback on team performance and take action to address gaps, if any.Meet budgetary objectives and make adjustments to project constraints based on financial analysisWork with the customer and the GDIT team to develop comprehensive project plans to be shared with clients and other staff membersEnsure efficient delivery of contract capabilities using industry standards and repeatable processes.Manage and oversee subcontractors, as well as full time employees. Direct the work of employees assigned to the program from technical and administrative areas.Direct all phases of the program from inception through completion. Responsible for the cost, schedule and technical performance of the program.Participate in the negotiation of contract and contract changes.Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.Review status of projects and budgets, manages schedules, and prepares status reports.Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders.Required Experience:
A minimum of 15 years of experience leading large Enterprise IT Service Delivery and Management programs.Possess a minimum of five years of experience with IT Service Delivery using an Information Technology Infrastructure Library (ITIL)/ ITSM framework on larger IT service contracts.Proven experience in managing and leading geographically dispersed staff of varying skill levels.Experience leading digital transformation and modernization of Enterprise IT servicesExperience leading a global staff.An active TOP SECRET DoD Clearance with eligibility for Sensitive Compartmented Information (SCI) at time of proposal submission.Required Skills and Abilities:
Demonstrated leadership and managerial skills.Experience managing and motivating technical experts including data architects, software developers, and web developers.Experience coordinating limited resources across multiple projects.Ability to monitor various projects, address issues that arise and ensure milestones are met.Agile methodology awareExcellent communication skills, including with technical AND non-technical individuals.Excellent critical thinking judgement and decision-making skills.Excellent client-facing communication skillsExperience managing government contractsPreferred Skills:
Five years of experience developing a strategic vision for a complex organization, balancing modernization needs with critical daily operations and maintenance requirements.Five years of experience managing programs or projects in a DoD environment.Five years of experience with the Federal procurement process.Five years of experience with the administration of cost-type contracts.ITIL® 4 CertificationDesirable to have served in the military as a Senior NCO/Officer or in a senior defense civilian positionProject Management Professional (PMP) or Program Management Professional (PgMP) Certification issued from the Project Management Institute (PMI).
