The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

 

The CIG team has an immediate need for a Sr. Program Manager supporting CBP initiatives.

Responsibilities Program ManagementEnsure programs and projects are managed in compliance with SPA’s ISO 9001 and CMMI SVC Level III standards. Develop and oversee the execution of a corporate Project Management Plan (PMP), ensuring all quality and performance standards are met or exceeded.Provide expertise in support of federal IT and non-IT programs throughout the acquisition lifecycle framework activities and documentation requirements.Collaborate effectively with government clients and related stakeholders to address taskings, opportunities, issues, and challenges associated with programs and projects.Expertly craft and prepare briefings for various audiences and level of seniority on program and project status, issues, considerations, etc.Support the planning, programming, budgeting, and accountability process for resource allocation planning, congressional justifications, and acquisition planning.Work with Recruiting Team and Human Resources to coordinate requirements, evaluate candidate slates, screen candidates, make selections, negotiate offers and coordinate security, onboarding, and preparation of new staff. Proactively identify qualified candidates to build talent pipelines necessary to support future needs and capability development efforts.Manage performance on contracts or tasks against funding levels and provide financial and technical reports for SPA and customer use. Provide Quality Assurance for all products and deliverables on contracts and provide support to SPA Independent Assessment efforts across the portfolio.Continuously identify, evaluate, and clearly communicate opportunities and means to advance program and project operations and performance in line with customer requirements and strategy.Capability Development and GrowthIdentify innovative solutions to address known or anticipated customer challenges and develop business capabilities to secure internal and external sources of funding to develop and implement new capabilities. Work with assigned BD resources to identify, qualify, and capture potential opportunities and provide technical assistance to mature opportunities, develop win strategies, and technical solutions.Develop responses to requests for information from SPA leadership, and inputs for corporate Quarterly Program Reviews and the Annual Strategic Planning and Budget Build Process Qualifications

Required Qualifications:

Active Secret clearance with an ability to obtain DHS Suitability / Customs and Border Protection (CBP) Background Investigation.Bachelor’s degree with a Project Management Professional (PMP) Certification and/or DAWIA or DHS Program Manager Level III certified or equivalent. 5+ years of experience managing a large complex DHS program.3+ years of experience directly supporting DHS Customs and Border Protection (CBP) programs.

 

Desired Qualifications: 

Currently working with CBP with an active CBP Background Investigation / Suitability, Top Secret clearance preferred.5+ years of experience providing acquisition management and systems engineering expertise in a federal consulting environment (preferably at a DHS Component) to include understanding of DHS Management Directive 102-01 and its supporting guides, DoD 5000, and Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.2+ years of experience managing a large program for a Level II or III DHS Program and experience navigating the JRIMS (Joint Requirements Integration and Management System) process.Expertise in developing acquisition policy; conducting oversight and governance of Government Acquisition Programs and SELC and Acquisition Lifecycle methodologies, policies, processes, and systems – preferably at CBP.Experience in strategic planning, competitive analysis, business development, capture, and proposals.
